About the Position and Department
Under the general guidance of the Chief of Engineering, this role involves planning, organizing, supervising, directing, managing, and coordinating programs and activities of staff across several sections of the Engineering Department, which includes Water Resources, Planning, Design, and Environmental; while providing complex technical and administrative support to the Chief of Engineering.

The Engineering Department is responsible for the planning, budgeting, design, construction, and inspection of all facilities, as well as the administration of all developer and new customer construction and service applications. Projects encompass facilities for water, recycled water, sewer, and support facilities, such as pipelines, reservoirs, pump stations, wells, ponds, and treatment plants. The department also manages an annual Capital Improvement Program (CIP) of approximately $15.3 million, supported by a team of around 29 employees and various consultants.

Examples of Responsibilities:

  • Oversee management responsibilities for assigned services and activities within several sections of the Engineering Department, including Water Resources, Planning, Design, and Environmental.
  • Address inquiries and resolve issues and complaints from customers and consultants.
  • Administer the design and preparation of major capital projects, utilizing consulting engineering firms or in-house staff; prepare cost estimates; review drawings and specifications for compliance with standards; interpret specifications and policies, and initiate or review change orders.
  • Represent the organization in negotiations with consultants regarding fees and charges for the design of new facilities; review, evaluate, and report on work prepared by consultants and manage consultant contracts, including invoice approvals.
  • Conduct various organizational studies, investigations, and operational assessments.
  • Participate in various Boards and Commissions and engage in professional group meetings.
  • Contribute to continuous improvement initiatives by developing standards, guidelines, and productivity indicators, and documenting processes.
  • Plan, direct, review, and evaluate the work of supervisory, professional, technical, and support staff assigned to the section. Meet with staff to identify and resolve issues, assign work activities, projects, and programs, monitor workflow, and review work products, methods, and procedures.
  • Participate in the development and implementation of section and department goals, objectives, and measures, including the organization's Strategic Plan and Performance Measures.
  • Advise the Department Chief and other senior staff on relevant issues.
  • Develop budgetary recommendations and monitor revenues and expenditures for assigned sections, making appropriate adjustments as necessary.
  • Prepare executive-level reports, presentations, summaries, and correspondence. Participate in Committee and Board meetings.
  • Develop, train, model, and enforce safe work procedures and practices for the sections and department.

Required Licenses and Certifications:

  • A valid California Driver's License and a safe driving record.
  • Professional Civil Engineering registration in any State and a Professional Civil Engineering registration in the State of California within one year of appointment.

Minimum Experience, Education, and Training Requirements:

Experience:
Seven years of experience in planning, design, construction, and construction management for a water, wastewater, and/or reclaimed water facility, including four years of experience managing consultants or two years of related supervisory experience.

Education:
Bachelor's degree in Civil Engineering or a closely related field. A Master's degree is desirable.

Note: This position will be subject to random drug testing during employment and is exempt from overtime.
