Job Overview

This role entails executing intricate and specialized accounting tasks at a supervisory or technical lead level. Responsibilities encompass fiscal management, accounting, and budget formulation for a mid-sized department or agency, as well as overseeing specialized accounting functions within a larger organization.

Salary Range

$61,339 - $113,360

Ideal Candidate Profile

The preferred candidate will possess substantial experience in executing complex accounting functions at a technical level. Proficiency in year-end closeout, budget formulation, grant management, cash flow analysis, bond oversight, and special assessment collections is essential. Familiarity with General Ledger (GL), project/grant accounting, fixed assets, and Business Intelligence (BI) modules within Oracle Cloud is required. Intermediate to advanced Excel skills are necessary for conducting monthly analytics related to budget management, forecasts, and research.

Key Responsibilities

  • Oversees, organizes, and directs assigned accounting and financial functions, serving as the lead fiscal position for the department or a specific program area, including annual risk assessments and approval of fiscal transactions.
  • Supervises fiscal and clerical staff, conducting performance evaluations.
  • Adheres to countywide fiscal policies and procedures.
  • Develops and enforces internal accounting procedures, assessing their effectiveness and implementing necessary changes for optimal risk management.
  • Manages accounting and budgeting processes within the department or a designated program area.
  • Prepares complex journal entries and reconciles general ledger transactions with applicable sub-ledgers; processes accounts receivable and payable; resolves complex expenditure discrepancies.
  • Engages with department leadership to discuss financial standings, service costs, and evaluates the fiscal impact of operational initiatives.
  • Reviews and approves standard accounting entries.
  • Generates detailed analyses and reports to support operational initiatives; assesses the financial implications of operational activities and assists in developing efficiency measures.
  • Provides guidance to department staff on various fiscal and budgetary topics.
  • Prepares comprehensive financial reports for management, including customized BI reports, budget versus actual reports, projections, variance analyses, and statistical data.
  • Leads the development and management of departmental operating and capital project budgets, including preparation, projections, and subordinate training.
  • Identifies fiscal requirements for budget amendments and drafts resolutions for Board approval.
  • Conducts financial analyses, including budget versus actual revenue variances and trends affecting service delivery.
  • Monitors fiscal aspects of grants and capital projects, including setup, task structure creation, projections, cash flows, reimbursement requests, and reporting.
  • Participates in departmental meetings to provide fiscal guidance and reporting.
  • Prepares monthly reports on capital improvement projects, analyzing funding sources and compliance with bond/grant requirements.
  • Manages automated inventory systems and oversees fixed asset management.
  • Assists in conducting cycle counts and annual fixed asset inventory counts.
  • Participates in local, state, federal, and annual financial audits.
  • Performs additional duties as necessary, including those of subordinate fiscal and clerical staff.
Job Specifications

  • Skill in developing spreadsheets, graphs, summaries, and reports.

Minimum Qualifications
  • Bachelor's degree in Accounting or Finance; AND
  • Four (4) years of professional accounting experience; OR
  • An equivalent combination of education, training, and experience that provides the necessary competencies.
