Description: PRIMARY OBJECTIVE OF THE ROLE
The Lead Procurement Specialist plays a crucial role in the health system by managing the purchasing process to support the operational needs of East Tennessee Children's Hospital. This position works closely with the Supply Chain Management team to ensure the delivery of high-quality products at competitive prices, while maintaining exceptional customer service and communication across all departments and facilities within the health system. Collaborates with SCM leadership to formulate strategies aimed at enhancing procurement processes and boosting efficiency. Assists in evaluating contracts to identify opportunities for cost reduction in supply expenses. Demonstrates proficiency in anticipating future requirements and challenges, and devising effective solutions.
REPORTS TO- Manager of Procurement, Value Analysis & Contracting
Supervisory Responsibilities: NA
Minimum Education: Bachelor's degree in Business Administration, Supply Chain Management, or a related field required, along with 5+ years of experience in Healthcare Supply Chain preferred or 7+ years of progressively responsible experience in Healthcare Supply Chain and Procurement.
License/Certification Required: Certified Materials Resource Professional is preferred.
Minimum Work Experience: Proven experience as a Buyer or in a similar procurement role, ideally in a senior capacity. Previous experience in a Supply Chain environment with 5+ years of purchasing experience is preferred. Healthcare experience is advantageous. Demonstrated advanced knowledge of purchasing theories and practices, including ethics, standards, contract compliance, competitive bidding procedures, quality control; data collection techniques for establishing sources of supply, product, and vendor information; process improvement; market research techniques, analysis, contracting, capital planning, accounting, budgetary controls, and ERP (Enterprise Resource Planning) applications, preferably Workday.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES- Intermediate accounting and business skills.
- Strong proficiency in Microsoft Excel, PowerPoint, Outlook, and Teams.
- Must exhibit critical thinking and analytical skills to navigate daily challenges. Ability to resolve practical problems, interpret various types of information whether presented in written, oral, or diagram form, and the ability to manage multiple tasks.
- Excellent verbal and written communication skills. Communicates clearly and concisely. Listens attentively and seeks clarification when necessary. Proficiency in the English language is essential.
- Advanced knowledge of Supply Chain Management areas, including procurement, bidding, contract negotiations, value analysis, group purchasing organizations, capital equipment planning, EDI (Electronic Data Interchange), market research, ERP (Enterprise Resource Planning) applications preferably Workday, vendor management, and medical terminology.
- Communication Skills: Effective oral and written communication. Clearly articulates thoughts and ideas. Listens and follows directions. Documents accurately and thoroughly. Prepares concise and comprehensible reports, memos, and notes.

- Demonstrates comprehensive understanding of purchasing fundamentals and processes, accounting principles, business communication, contracts, department policies, and actively seeks opportunities to enhance departmental efficiency and service quality.
- Ensures timely processing of all purchase orders with accurate quantities and pricing, considering any applicable local, regional, or Group Purchasing Organization (GPO) contracts to minimize discrepancies.
- Confirms and verifies pricing and quantities daily on all orders to ensure vendors have the correct information loaded for all facilities within the organization.
- Collaborates with leadership to procure all capital requests.
- Utilizes available web-based resources such as Global Healthcare Exchange (GHX) and Vizient's Member Dashboard to confirm pricing and contracts.
- Ensures that all purchase orders are received within the expected delivery timeframe.
- Resolves all backorders promptly and satisfactorily. Sources backordered products from alternative distributors or vendors, or arranges for acceptable substitutions when necessary.
- Collaborates with Shipping/Receiving to address receiving issues within 24 hours and ensures all product returns are processed according to vendor requirements.
- Works with SCM Leadership to manage and coordinate product evaluations and trials.
- Excellent organizational skills and the ability to manage multiple tasks while maintaining attention to detail are essential.
