Serve as a key authority, under the unit manager, executing managerial and intricate accounting and auditing tasks, adhering to generally accepted accounting principles (GAAP) and complying with state and federal regulations while overseeing all functions, activities, and outputs of the Cash Receipts branch within the Revenue Management Unit that processes, deposits, reports, and reconciles revenue collected by the agency.
Responsibilities include maintaining accounting protocols and procedures for receipting, controlling, recording, and reporting transactions with efficiency and precision. Ensure adherence to deadlines. Engage with clients for issue resolution. Actively contribute to the preparation of detailed and consolidated financial reports.
Requires a solid understanding of the Uniform Statewide Accounting System (USAS) and the Centralized Accounting and Payroll/Personnel System (CAPPS), as the role involves coordinating information systems to fulfill operational needs.
Propose enhancements for processes.Supervise personnel, ranging from Accountant III to V, who undertake advanced accounting and financial responsibilities. Establish staff priorities to guarantee tasks are executed, reconciled, and audited within established guidelines. Oversee assignments and branch deliverables. Maintain a consistent and predictable work schedule with the option for telecommuting.
Key Responsibilities:
Attend work consistently and predictably in accordance with agency leave policies and perform additional duties as assigned.
EJF 1 (30%) –
Branch Leadership:
Cultivate a constructive atmosphere while providing leadership and technical direction, acting as a subject matter expert in managing, supervising, and monitoring daily operations to ensure accurate, effective, and efficient branch activities.
Ensure deadlines are consistently met. Maintain a proactive relationship with auditors and programs. Serve as a working manager, stepping in to perform branch tasks as necessary. Investigate and resolve issues, escalating to the unit manager in writing when required.EJF 2 (20%) –
Team Management:
Develop and approve work schedules and leave requests. Conduct regular staff meetings to disseminate information, provide training, and discuss challenges and solutions. Recommend professional development opportunities. Ensure that a percentage of direct reports have an up-to-date position description and receive an annual performance evaluation.
Ensure staff are adequately trained for their current roles and for advancement within nine months of hire, and remain current on all mandatory training.
Address conduct and performance issues as necessary.EJF 3 (15%) – Reporting: Ensure timely submission of required reports.
EJF 4 (10%) – Compliance and Accuracy: Stay informed on relevant rules, statutes, and policies. Interpret and communicate changes to staff and management. Ensure that policies and procedures are documented, compliant with applicable regulations, followed, and reviewed annually for updates. Establish measurement tools for compliance. Ensure that measures are in place and that work performed is audited for accuracy.
EJF 5 (10%) –
Client Relations:
Manager and branch staff respond courteously and promptly to research requests and inquiries. Address customer feedback appropriately while maintaining a professional demeanor with colleagues and clients. Provide technical and consultative services and assistance to programs. Conduct agency training. Act as a liaison and provide technical guidance with other agencies and entities.
EJF 6 (5%) –
Confidential Data Management:
Maintain a thorough understanding of federal, state, enterprise, agency, and unit policies, processes, and procedures, as well as related enterprise training, for privacy requirements when handling sensitive data, including HIPAA, PHI, PII, and SPI.
EJF 7 (5%)– Objective: Establish and achieve a significant annual goal for the branch focusing on service delivery, quality enhancement, or minimizing redundant efforts for similar information.
Implement measurement tools to achieve goals and objectives.EJF 8 (5%) –
Additional Responsibilities:
Perform other duties as assigned. Lead and/or participate in workgroups, representing the unit and division. Serve as a backup to the unit manager. Keep continuity of operations (COOP) plans updated. Maintain essential branch functions during a crisis.
Actively participate and/or serve in a supporting role to fulfill the agency's obligations for disaster response and/or recovery or COOP activation.
Such participation may require an alternate shift pattern assignment and/or location. Develop other staff to engage in external disaster response.Required Knowledge, Skills, and Abilities:
Knowledge of generally accepted accounting principles and procedures
Knowledge of and ability to comply with policies regarding cash handling and deposit processes
Proficient understanding of USAS and CAPPS 9.2
Knowledge of Federal and State laws affecting revenue collection for agency services
Skills in personnel management and supervision, including interviewing and selection
Skills in interpreting and applying policies and procedures
Skills in using automated accounting systems, spreadsheets, and electronic mail
Skills in reconciliation processes
Skills in implementing complex reporting specifications
Ability to manage branch activities
