Aviation Operations Manager

Position Overview

The Aviation Operations Manager oversees the management of an aviation program within a governmental agency. This role is governed by applicable state and federal regulations as well as agency policies.

Key Responsibilities

  • Formulates the aviation maintenance budget by analyzing operational costs and monitoring aircraft maintenance expenditures.
  • Creates purchase specifications, evaluates potential aircraft for acquisition, and provides recommendations to agency leadership.
  • Develops bid specifications for the procurement of aircraft replacement components and services, inviting bids from potential vendors.
  • Prepares comprehensive reports, including maintenance summaries, documentation on prospective aircraft, and justifications for additional aircraft needs.
  • Supervises aircraft repair work performed by vendors, ensuring quality and authorizing payments for completed tasks.
  • Conducts initial check rides for potential pilots to assess proficiency and performs annual flight tests to ensure compliance with FAA regulations.
  • Instructs pilots on fire detection and forest survey methodologies.
  • Pilots multi-engine aircraft for agency personnel on both intra-state and inter-state flights.
  • Performs additional duties as assigned.

Qualifications

Knowledge, Skills, and Abilities:

  • In-depth knowledge of FAA regulations and aviation laws.
  • Understanding of procurement principles and procedures.
  • Familiarity with navigational techniques and aircraft maintenance standards.
  • Ability to estimate costs, time, and resources for aircraft maintenance and repairs.
  • Proficient in piloting multi-engine aircraft and conducting pilot evaluations.
  • Skilled in developing bid specifications and monitoring aircraft maintenance activities.
  • Competent in compiling and preparing written documentation.

Minimum Qualifications:

The formal education equivalent of a high school diploma, coupled with six years of experience in aircraft operations or maintenance, including two years in a supervisory role.

Licenses:

Must possess FAA certification and have a minimum of 1500 flight hours, including 250 hours in multi-engine aircraft.
