Position Summary:


Akima is seeking a Budget Analyst II to provide essential support for our Department of State client.


Key Responsibilities:


- Review invoices for proper certification and monitor available balances to ensure sufficient funds are available for payment.

- Notify the appropriate budget analyst or supervisor regarding any invoices that cannot be processed due to insufficient funds.

- Facilitate coordination among program staff, the Bureau of the Comptroller and Global Financial Systems (CGFS), and vendors to resolve accounts payable issues.

- Stay informed about assigned program accounts and their relevant issues, determining the best course of action and recommending solutions to accounts payable challenges.

- Provide data support for financial reports detailing the status of program operations.

- Monitor the usage and burn-rate of program funds.

- Research funding activities within each action office and review documentation for past and future program requirements.

- Analyze the use of funds against planning targets for budgeted programs and identify potential cost-saving opportunities.

- Prepare detailed cost and program data for assigned projects to support the annual budget submission to the Bureau of Budget & Planning, Office of Management and Budget, and Congress.

- Analyze departmental accounting reports and other resources to generate necessary supportive data.

- Conduct cost analysis using cost-benefit methodologies and historical research.

- Provide various reports on outstanding bills, interest, travel vouchers, training expenses, and other topics as assigned.

- Perform periodic reviews of unpaid obligations to verify the validity of transactions.

- Monitor the status of the Bureau's working capital fund and prepare reports detailing expenses by organization, identifying unusual trends or discrepancies for further investigation.

- Generate and submit invoices to other bureaus and agencies requiring Special Issuance Agency services.

- Assist in managing the Bureau's imprest fund and refunds, reviewing requests for validity and fund availability, and providing guidance on appropriate procedures.

- Review prior year financial reports and research records to ensure proper liquidation of obligations and prevent duplicate payments.

- Advise budget analysts on necessary corrections to financial reports.

- Provide guidance to all offices and directorates on procedures, forms, and documentation required for budget estimates and fund requests.

- Generate and update Standard Operating Procedure (SOP) documentation as needed.


Qualifications:


- Minimum of 2 years of experience in financial reporting.

- Proficiency in Microsoft software/applications.

- Strong organizational, communication, and writing skills.

- Excellent customer service abilities, including needs assessments and quality standards for services.

- Ability to interact effectively with colleagues and personnel at various departmental levels.

- Experience with audio and video conferencing tools such as WebEx and Teams.


Salary Range:

$80,000 - $90,000
