The **Lead Proposal Strategist** for the Water sector plays a crucial role in supporting various business lines and contributes to achieving the objectives outlined in Gannett Fleming's strategic and operational plans. This position involves spearheading comprehensive proposal management and capture planning for significant pursuits, guiding the development of interview presentations for standard-level opportunities, and offering business development support for selected client account management engagements, particularly in collaboration with a proficient client account manager.


This role is based out of our offices and requires a solid background in delivering proposal and capture support specifically within the water and wastewater industry.


Proposal Writing

Ensures the delivery of consistent, high-quality, and client-focused proposals.

Evaluates technical sections, providing constructive feedback for enhancement, refinement, and improved client engagement.

Acts as the primary author for executive summaries and other qualification sections for major proposals.

Proposal Management

Oversees major proposals, supports alternative delivery submissions, and manages standard proposals.

Facilitates kick-off and milestone review meetings for significant proposals.

Develops and articulates the proposal strategy for major pursuits.

Creates and implements realistic proposal timelines for major proposals.

Reviews each section of the proposal to ensure cohesive messaging.

Drives the execution of the proposal plan for major opportunities.

Addresses inquiries regarding the opportunity, delegates assignments, coordinates forthcoming actions, and fosters a unified team environment.

Mentors others in effectively defining and utilizing proposal strategy statements.

Leads storyboarding sessions and coordinates high-impact graphics.

Guides and advises the team on proposed solutions to comments arising from the review process.

Collaborates closely with client account managers to prepare for and engage in post-award debriefings with clients.

Conducts peer compliance checks for major proposals and may perform reviews for other business development teams.

Interview Development

Directs the development of interview presentations for standard-level pursuits while collaborating closely with supervisors and supporting interviews for major-level pursuits.

Capture Planning

Leads capture planning initiatives for significant pursuits.

Drives the creation of action-oriented capture plans to influence clients, assess opportunities, and identify winning strategies.

Proactively collaborates with the Capture Manager to advance the opportunity.

Client Management

Provides business development support for select client account management meetings, particularly alongside a strong client account manager.

Assists in managing and planning for opportunities in the pipeline in partnership with Operations.

Business Development & Marketing

Works with MARCOM staff to devise opportunity-specific marketing strategies as part of capture planning.

Champions and possesses comprehensive knowledge of the entire Business Development Life Cycle (BDLP) process.

Trains staff on capture planning methodologies.

Supervisory Responsibilities

Serves as a supervisor for a diverse team, each member possessing varying levels of experience.

Assigns tasks to appropriate team members and reviews their work to ensure adherence to quality and departmental standards.

Manages and/or assists the Business Development Manager or Leader with proposal workload and team resourcing.

Provides leadership and direction to the Business Development & Marketing team and pursuit teams.

Conducts Performance Evaluation Reviews (PER) and recommends training for staff.

Mentors and trains other team members.

Qualifications

A four-year degree in English, marketing, journalism, communications, or a related field is typically required.

8-10 years of experience in leading, coordinating, planning, and developing proposals and qualifications in the AEC sector is preferred.

Proficiency in capture planning concepts and best practices is essential.


Demonstrates a high level of emotional intelligence, adapts communication styles to suit various situations, and employs a clear, concise, and confident communication approach.

Effectively communicates technical information to non-technical audiences.

Exhibits active listening skills, demonstrating open-mindedness and asking insightful questions.

Maintains communication with supervisors and proposal teams regarding workload and project status.

Facilitates team communications and resolves conflicts at any level of proposals.


Possesses a keen attention to detail and the ability to adapt swiftly to changing conditions while effectively guiding teams to produce high-quality deliverables.

Navigates risks and uncertainties, elevating high-risk items for discussion.

Promotes the BDLP process within Business Development & Marketing and among operational partners.

Establishes and maintains trust with internal clients and external partners on a project basis.

Exhibits a client-first mentality, supporting the needs of internal clients.

Demonstrates social intelligence by managing relationships through social awareness (empathy and organizational awareness), active listening, and curiosity.
