Key Responsibilities:
  • Oversee the organization, staffing, and operational activities for solid waste, recycling, waste reduction, and other related environmental programs or issues as assigned.
  • Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
  • Direct, coordinate, and review the work plan for assigned Solid Waste and Recycling program services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
  • Plan, organize, manage, and administer the activities related to compliance with the City's Recycling and Waste Reduction requirements; conduct annual rate analysis; oversee associated contracts; perform outreach and education activities; coordinate with internal city departments; manage collection events; complete annual reporting; administer grants; and manage customer service requests.
  • Select, train, motivate, evaluate, or advise Recycling and Waste Reduction Program personnel or staff, whose responsibilities include administering environmental program components; work with employees to review and correct program deficiencies.
  • Participate in the development and administration of assigned program budget; forecast funds needed for staffing, materials, programs, and supplies; recommend adjustments as necessary.
  • Oversee and coordinate enforcement programs for ordinances and regulations related to edible food recovery and recycling-related programs; oversee and coordinate technical assistance to businesses with edible food recovery/organics recycling/diversion programs specific to their needs.
  • Oversee compliance with internal operating procedures, and state and federal regulations related to recycling and waste management; write and/or edit internal department procedures as necessary to improve practices and ensure compliance and delivery of a high level of customer service.
  • Provide instruction and training to subordinate staff in the techniques of sampling and inspecting, and applicable laws, codes, ordinances, and procedures governing implementation and enforcement of environmental regulations.
  • Oversee the investigation of problems, complaints, and violations of applicable regulations and codes.
  • Oversee assigned activities with those of other departments and divisions as well as outside agencies and organizations.
  • Oversee recycling/organics/waste/hazardous waste monitoring and activities; interpret applicable legislation as it applies to the Recycling and Waste Reduction program and other environmental programs.
  • Oversee the City's recycling/organics/waste/hazardous waste management and other environmental programs as assigned; coordinate referrals to and monitor the response of outside regulatory agencies; provide technical assistance to City departments, divisions, and the business community.
  • Oversee and track franchise hauler program compliance; oversee and coordinate fee and rate analysis and customer rate notifications, as required by Prop 218 or other regulations; act as liaison between franchise waste hauler and City.
  • Oversee the development of public education materials and programs to inform the public on recycling, waste reduction, and waste management.
  • Write and evaluate bid specifications and submissions for professional services contracts; oversee complex projects, including consulting professional staff as necessary.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of environmental compliance; represent the City and division at various meetings and conferences; participate and serve on industry-related committees.
  • Work with other departments and divisions, and franchise waste hauler to develop and maintain program databases.
  • Keep department management apprised of the status of department programs and the department's ability to meet regulatory requirements; monitor and ensure compliance with all applicable laws and regulations.
  • Organize and provide data for annual reports and/or on-site regulatory audits; prepare annual compliance reports; communicate with regulatory agencies; prepare complex reports, memos, and correspondence.
  • Prepare briefings, written reports, and associated correspondence for regulatory agencies, City management, and City Council, as needed. Prepare and present formal and informal presentations to internal staff, external organizations, city council, commissions, and boards, and community members.
  • Perform related duties as required.

Requirements:
  • Education/Training: A Bachelor's degree from an accredited college or university with major course work in environmental science, environmental resource conservation, public administration, business administration, or a related field.
  • Experience: Four years (full-time equivalent) of responsible program administration experience in environmental science, environmental compliance, resource conservation, waste management, or a related field, including one year of administrative and/or lead supervisory experience.
  • License or Certificate: Possession of an appropriate, valid Class C driver's license.
