Job Description

GENERAL PURPOSE

The Leave Management Specialist is tasked with overseeing various administrative functions related to the leave programs for the County of Northampton, which includes sick leave, FMLA (Family and Medical Leave Act) leave, ADA (Americans with Disabilities Act) accommodation requests, and military leave laws. This role requires excellent verbal and written communication skills to effectively convey information to employees and management.


SUPERVISION RECEIVED

This position reports directly to the Deputy Director of Human Resources.


ESSENTIAL DUTIES OF THE POSITION
  • Manage FMLA leave requests, military leave requests, and ADA accommodation requests.
  • Collaborate with management and employees to ensure FMLA requests are processed in compliance with legal and policy standards.
  • Address ADA-related matters, including reasonable accommodation assessments.
  • Identify employee relations and ADA concerns as they arise and follow up as necessary.
  • Evaluate and determine leave cases based on relevant medical documentation under the guidance of the Director and Deputy Director of Human Resources.
  • Organize and manage all medical documentation while adhering to HIPAA and Employee Privacy regulations.
  • Oversee all administrative aspects of leave, including tracking utilized hours and coordinating with Payroll to ensure accurate employee compensation.
  • Maintain regular communication with employees on leave and facilitate their return to work.
  • Monitor sick leave occurrences and inform supervisors accordingly.
  • Generate and manage reporting metrics and analytics for all leave cases, presenting reports as needed.
  • Administer the Worker's Compensation program and oversee return-to-work initiatives for the County.
  • Assist in the development and implementation of departmental goals, objectives, and systems.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE

Completion of a high school diploma or equivalent; AND

An Associate's Degree in Human Resources or a related field; AND

Two (2) years of full-time, professional experience in the human resources sector.


OR


Completion of a high school diploma or equivalent; AND

Three (3) years of full-time, professional experience in the human resources sector.

Experience in leave administration, FMLA, and/or ADA accommodations is preferred.


CERTIFICATION/LICENSE

Preferred certification from the Human Resource Certification Institute (HRCI) as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), or from the Society of Human Resource Management (SHRM) as a SHRM-Certified Professional (SHRM-CP) or SHRM-Senior Certified Professional (SHRM-SCP).


KNOWLEDGE, SKILLS, AND ABILITIES

Understanding of state and federal laws and regulations, along with County policies governing human resources administration, particularly concerning applicable leave programs.

Comprehensive knowledge of principles, practices, methods, and techniques commonly used in leave administration.

Ability to work collaboratively in a team environment and effectively prioritize tasks.

Capacity to manage multiple projects simultaneously while working under pressure to meet deadlines.

Proficiency in computer software, including word processing and spreadsheet applications, with the ability to maintain confidentiality and handle sensitive information.

Ability to establish and maintain effective working relationships with employees, supervisors, and the public.

Ability to communicate effectively in English, both verbally and in writing.
