The Logistics Systems Scientist will take charge of the comprehensive Integrated Logistics Support (ILS) Programs, including various initiatives. This pivotal role involves direct collaboration with clients and program teams to formulate ILS Strategies and Plans that align with overarching Air Force Sustainment Objectives, particularly focusing on Operational Availability Requirements. This senior-level position will lead a team of 8-12 engineers, including several sub-managers, to ensure successful execution of these extensive projects.
Key Responsibilities:
- Utilize in-depth ILS Engineering analyses to advocate for cost-effective, sustainable, and supportable products throughout their lifecycle.
- Employ strong ILS and lifecycle modeling expertise to enhance system reliability and supportability for enduring system maintenance, which includes:
- Coordinate all logistics components (e.g., spare parts, support equipment, training, facilities, technical documentation, provisioning, etc.) to guarantee all integrated logistics support needs for the program are recognized.
- Manage Cost Accounts: Demonstrate familiarity with Earned Value Management System (EVMS) and the capability to plan budgets and execute strategies to meet program requirements on budget and schedule.
- Lead Teams: Effectively manage the contributions of team members to ensure the successful delivery of high-quality products.
- Develop Proposals: Assess customer statements of work for logistics tasks and create estimates for identified logistics activities.
- Conduct Analyses: Perform complex analytical tasks to investigate issues and gather necessary data to resolve intricate challenges.
- Present Findings: Create well-structured presentations and possess strong communication skills to convey information to both internal and external stakeholders.
- Solve Problems: Address complex issues and gather essential research data to develop solutions.
- Provisioning Knowledge: Understand MIL-STD-1388 or GEI-0007 standards and possess the ability to structure databases in accordance with these standards.
- Maintenance Concepts: Grasp the principles of 2 and 3 level maintenance and their implications on various maintenance levels.
- Spares Modeling: Comprehend how logistics, supply chain, and repair factors influence program spare requirements.
- Logistics Documentation: Familiarity with various logistics documents, including Maintenance Task Analysis, Logistics Product Database, and Integrated Logistics Support Plans.
- Support Equipment Identification: Recognize the necessity for support equipment and define the associated requirements.
- Technical Writing: Develop comprehensive logistics plans, analyses, and reports to meet program specifications.
- Reliability Maintainability Availability (RMA): Understand RMA principles and their application in logistics documentation.
- Failure Reporting Analysis and Corrective Action System (FRACAS): Familiarity with FRACAS principles and their relevance to logistics documentation.
- Diminishing Manufacturing Sources and Material Shortages (DMSMS): Knowledge of DMSMS principles and their implications for logistics documentation.
- Participate in site evaluations and program assessments.
- Support the generation and review of logistics support documentation, ensuring compliance with government requirements.
- Identify necessary resources (e.g., funding, personnel, facilities, equipment, supplies, and services) to execute logistics plans.
- Maintain any required security clearances and statuses to perform job functions.
- Apply Department of Defense Instruction (DoDI) 5000 acquisition processes to products, production, and sustainment.
- Conduct logistics analyses and assessments, including supportability analysis and risk assessments.
- Manage multiple projects concurrently.
Required Qualifications:
- Bachelor's Degree with a minimum of 12 years of relevant experience, or a Graduate Degree with a minimum of 10 years of related experience. Alternatively, a minimum of 16 years of relevant experience may substitute for a degree.
- Must be a US Citizen and able to obtain Special Program Access (SAP) and a Top Secret Clearance.
Preferred Qualifications:
- At least 1 year of experience in cost account and project engineering management is essential. A solid understanding of Logistics Engineering is required.
- A minimum of 4 years' experience with LSA, MIL-STD-1388 or its successor GEI-0007, and principles of Reliability, Maintainability, and Availability.
- Proficiency in ILS-related tools (e.g., SLICWave, COMPASS, CASA, CBM+).
- Experience with Product LifeCycle Management (PLM) software, such as TeamCenter and/or SharePoint.
- Strong oral and written communication skills, with the ability to work independently or collaboratively.
- Detail-oriented and organized with the ability to research, analyze, and evaluate information.
- Experience with LSAR software tools and spares modeling software.
- Military experience as a Logistics officer is a plus.
- Familiarity with DoD weapon system support system conceptual and preliminary design processes.
- Demonstrated self-starter with excellent interpersonal skills and a proven track record of collaborative teamwork.
- Willingness to mentor engineers in developing designs based on effective sustainment strategies.
- Ability to learn new subjects, techniques, and software independently.
- Proficient in Microsoft Office Suite - Project, PowerPoint, Excel, Word.
