Job Summary

The City of Sugar Land, TX is seeking a highly skilled and experienced professional to fill the role of Assistant Director of Public Works - Utilities Management. This position will be responsible for overseeing the planning, direction, and review of the Water/Wastewater Utilities Division, including long-range water and infrastructure planning and CIP development.

Key Responsibilities
  • Direct the development of the divisional budget and ensure budget adherence throughout the year.
  • Ensure efficient utilization of division resources to achieve maximum productivity and customer satisfaction.
  • Develop, recommend, and administer policies and programs to ensure legal compliance and sound financial practices are achieved.
  • Provide City management, City Council, and Boards with quality, accurate, and timely information and/or recommendations for action at public meetings.
  • Participate in department- and city-wide process improvement and performance management efforts.
  • Establish and maintain a working environment conducive to positive morale, innovation, quality, creativity, and teamwork. Provide development opportunities, mentoring, and succession planning to attract and retain qualified employees.
Requirements
  • Bachelor's Degree from an accredited four-year college or university, with major course work in Civil or Environmental Engineering, Water Resource Planning, Business Administration, Public Administration, or a related field. A Master's degree is preferred.
  • Five years of progressively responsible experience in the administration and planning of water utility operations, wastewater collection/treatment services, groundwater, surface water, and infrastructure management, which includes at least three years of significant supervisory or management experience.
  • Professional Engineer (PE), and TCEQ Water and Wastewater Licensure are preferred. Must have a valid Texas Driver's License or obtain one within three months of hire.

  • Basic Life and AD&D: City provides all employees annual salary of life insurance and accidental death & dismemberment (AD&D) coverage of one-time annual salary with a minimum of $50,000
  • Long Term Disability: City provides employees with Long Term Disability in the amount of 60% of your salary (depending on position category) to a maximum of $7,500 per month
  • Supplemental Life and AD&D: employees can elect supplemental life insurance and AD&D coverage up to $750,000 for themselves and up to $250,000 for their spouse; as well as $15,000 of life insurance for child(ren)
  • Short Term Disability: optional benefit allows employees to receive 70% of their weekly salary, to a maximum of $1,500 per week (tax free), following either Option A: a 30-calendar day elimination period; or Option B: a 7-calendar (injury) or 14-calendar (illness) elimination period, for a maximum of 90-calendar days from on-set per qualifying incident
  • Pre-paid Legal Plan: employees can voluntarily elect to participate in a legal access/assistance plan at a base cost of $7.87 per pay period. Optional plans are also available.
  • Deferred Compensation: employees are allowed to contribute to this optional program at a minimum set by the plan administrator and a maximum set annually by the IRS.
