The Position

The CMR Business Planning & Strategy Manager is tasked with overseeing the development and management of financial plans and resource strategies for a Vice President Function within the Clinical Development, Medical & Regulatory Affairs (CMR) Business Unit. The ideal candidate will have a solid understanding of budgeting, staffing, and capacity management as they pertain to both short- and long-term forecasting within CMR. This role requires ensuring the timely delivery, accuracy, and transparency of budgets to relevant stakeholders.

The CMR Business Planning & Strategy Manager will be expected to cultivate strong relationships with stakeholders and actively participate in cross-functional VP meetings to provide updates on budget and resource allocation. A mindset geared towards continuous improvement is essential, with a focus on enhancing efficiencies and refining budget processes and resource strategies, particularly through standardization, digitalization, and the adoption of best practices.

Relationships

This position reports to the Director of CMR Business Planning & Strategy and collaborates closely with associate directors, directors, VPs, and other senior leaders across various departments, including Legal and Finance.

Key Responsibilities

  • Facilitates the formulation and oversight of budgets and resource strategies within a VP Functional area of Clinical Development, Medical & Regulatory Affairs.
  • Collaborates with internal and external business partners to ensure the effective implementation of resource strategies within their respective VP areas, monitoring progress throughout the fiscal year.
  • Interprets resource projections and critically evaluates resource requests to ensure that demand is met while adhering to acceptable tolerances.
  • Maintains accuracy and transparency of VP operating budgets by adhering to company budget timelines and conducting necessary accruals, chargebacks, and reallocations.
  • Generates budget and resource reports with variance analysis, including identified risks and opportunities, and presents findings to the VP area on a monthly basis.
  • Provides financial and FTE data to Finance Business Partners at specified intervals, including annual budgets, month-end reports, rolling estimates, and long-range forecasts.
  • Identifies and pursues innovative ideas, solutions, and opportunities; encourages innovation through appropriate risk-taking and experimentation.
  • Adapts swiftly to changing circumstances while ensuring alignment of deliverables across business units.
  • Acts as a subject matter expert in Scientific Resource Management, guiding key policies and processes related to financial assumptions, KPIs, and milestones.
  • Participates in user acceptance testing and facilitates the implementation of new budgeting and resource management tools.

Physical Requirements

Minimal overnight travel may be required.

Qualifications

  • A Bachelor's Degree in Finance, Business Administration, or a related field is required; an MBA is preferred.
  • A minimum of 6 years of relevant experience is required, with direct experience in managing resource plans or budgets being advantageous.
  • Proven ability to thrive in a cross-functional, fast-paced environment.
  • Capability to manage both short- and long-term priorities while meeting time-sensitive deadlines.
  • Exceptional communication skills, with the ability to engage effectively at all organizational levels.
  • Strong problem-solving skills and the ability to present viable solutions. Proficiency in Excel, PowerPoint, and Word is required; experience with SAP is a plus.
  • A high degree of independence, integrity, and accountability is essential.
