Job Summary

MATSYS is seeking a highly skilled Procurement Specialist to join its team of professionals in Sterling, VA. The successful candidate will be responsible for managing the procurement lifecycle, ensuring compliance with federal and state regulations, and developing strategic sourcing solutions.

Key Responsibilities
  • Manage the procurement process, including vendor selection, contract negotiation, and purchase order management.
  • Ensure full compliance with FARs, DFARs, and other relevant regulations.
  • Develop and maintain relationships with suppliers to ensure cost-effective procurement and timely delivery of products and services.
  • Prepare and issue RFPs and RFQs, evaluating bids for cost, quality, and compliance.
  • Work closely with internal stakeholders to understand procurement needs and provide strategic sourcing solutions.
  • Analyze supplier performance and identify opportunities for cost savings and process improvements.
  • Negotiate contracts, terms, and pricing to ensure the best value for the company.
  • Maintain accurate procurement records, including contracts, supplier agreements, purchase orders, and pricing schedules.
  • Assist in audits and compliance reviews by providing necessary documentation and ensuring adherence to regulatory requirements.
  • Support risk management activities by identifying potential risks in the supply chain and developing mitigation strategies.
  • Stay up to date with changes in regulations and industry best practices to ensure the company remains compliant and competitive.
Requirements
  • Bachelor's Degree in supply chain management, business administration, operations management, or a closely related field.
  • 7+ years of closely-related procurement experience with progressively greater responsibility, 3+ years of which must be in the DOD procurement space.
  • Prior experience using procurement and accounting software (Deltek Costpoint preferred).
  • Prior successful experience implementing new systems and processes.
  • Experience in cost analysis, price negotiation, and vendor management.
  • Strong understanding of government contracting processes, including sourcing, bidding, and contract compliance.
  • Excellent analytical, written and verbal communication ability, and negotiation skills.
Preferred Qualifications
  • Third-party contracting, supply chain management, and/or defense acquisition certifications (such as CPSM, CFCM, etc.).
  • 10+ years of closely-related procurement experience with progressively greater responsibility, 7+ years of which should be in the DOD procurement space.
  • Strong understanding of Cost Accounting Principles.
  • Prior experience in MRP systems (Aegis preferred).
  • Prior experience reconciling financial data.
  • Familiarity with ITAR compliance requirements.
