Key Responsibilities:


Oversees the resource estimation process for proposal responses to solicitations that necessitate a Basis of Estimate (BOE) to support proposed staffing solutions.

This role involves close collaboration with technical subject matter experts on a bid-by-bid basis to effectively facilitate the development of proposal content in response to intricate solicitation requirements.

Evaluates Government solicitation requirements and advises the technical pursuit team on the application of industry-standard estimating techniques and methodologies.

Supports the creation and upkeep of analytical tools, estimating methods, and written justifications for BOE submissions.

Independently manages proposals, coordinating resource estimating requirements, including estimating schedules and time allocation.

Provides mentorship to team members and promotes compliance with Estimating System functions.

Reports directly to the Vice-President of Corporate Operations and manages cost and estimating production for proposals.

Supervises the identification, collection, analysis, and documentation of information necessary for producing BOE submissions as part of the proposal process.

Conducts cost and resource analyses to support significant business initiatives.

Ensures thorough analysis of individual Government proposal requirements and verifies the existence of documentation leading to the creation of detailed resource and cost estimates in BOE submissions.

Develops and communicates estimating requirements throughout the proposal planning and scheduling process.

May contribute to subcontracting strategies and ensures compliance with government specifications, company policies, and procedures.

Coordinates estimating project schedules and allocates time to support the Pricing & Estimating Group's efforts.

Researches and organizes baseline resource information for the Estimating Team.

Analyzes and reports on inconsistencies, identifying additional resources for future cost considerations.

Recommends innovative approaches to enhance the accuracy and supportability of estimates and BOEs.

Maintains analytical tools, estimating methodologies, and explanatory text examples.

Ensures updates of relevant financial factors, inflation rates, and financial algorithms within estimating tools.

Maintains a comprehensive documentation system for internal and external comparative resource data.

Validates the resourcing components of cost exhibit terms and conditions for cost realism.

Develops and discusses solicitation questions and recommendations impacting estimating compliance and strategy.


Daily Tasks:
On a typical day, a

Pricing Analyst:
Begins by reviewing communications to address time-sensitive inquiries from clients and vendors.
Throughout the day, evaluates multiple projects, determining the necessary materials and labor for each project.

Obtains quotes from vendors and contractors to calculate the total estimated cost of projects.

Participates in meetings with project leaders and team members to discuss potential risks and budgeting needs.

During quieter periods, compiles reports detailing client requirements for project completion within specified time frames, including associated costs.


Education:
Bachelor's degree or equivalent experience

Required Experience:
Minimum of 7 years in the Government contracting sector in a resource and cost estimating role
Experience in documenting, supporting, and defending basis of estimates related to government contract proposals

Familiarity with DFARS Estimating System Criteria and DCAA DCAM Chapters 5, focusing on audit policies, procedures, and internal controls related to accounting and management systems, as well as cost estimates and price proposals.

Advanced proficiency in Microsoft Excel
Bachelor's degree or equivalent experience

Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.


Other Desired Experience:
Experience with Government Contractor Cost Estimating Systems preferred
Experience in supporting DCAA during cost estimation audits
Experience in developing Excel Macros
Intermediate to Advanced proficiency in SQL, Microsoft Word, Microsoft PowerPoint

Security Clearance Required:
Eligible to Obtain a Secret or Greater
