The Office of Innovation & Technology (OIT) serves as the central IT agency for the City of Philadelphia, led by the Chief Information Officer (CIO). OIT manages all significant information and communication technology initiatives for the City, enhancing the effectiveness of the IT infrastructure and ensuring that services are advanced, optimized, and responsive to the needs of the City’s businesses, residents, and visitors. OIT's responsibilities encompass identifying effective strategies for implementing new technology directions, maximizing the value of the City's technology assets, ensuring data security, and supporting efficient government operations across all city departments.

Position Overview

Under the supervision of OIT's Financial Manager, the selected candidate will assist in managing purchasing, accounts payable, accounting, and budgeting processes related to IT purchases, services, initiatives, and projects. This role requires the ability to interpret and prepare financial records, ensuring compliance with the City's accounting and financial regulations. Salary will be determined based on the candidate's education and qualifications.

Key Responsibilities
  • Initiate requisitions and purchase orders using the City's electronic purchasing systems.
  • Ensure that requisition and purchase order details comply with City guidelines and policies.
  • Process electronic payment vouchers in the City's accounting and purchasing systems.
  • Maintain effective working relationships with central Procurement and Accounting departments.
  • Prepare, review, and analyze financial records and reports for accuracy and compliance with OIT and City standards.
  • Establish financial record tables and assign transactions to appropriate accounts.
  • Implement and document fiscal records in the City’s and OIT’s financial systems.
  • Ensure that OIT purchases align with financial policies and budgetary guidelines.
  • Assist in evaluating vendor proposals and quotes, ensuring proper alignment with budget items.
  • Analyze financial trends and commitments to provide reliable projections for decision-making.
Required Skills and Knowledge
  • Understanding of procurement processing principles and practices.
  • Knowledge of standard accounting procedures related to payment transactions.
  • Ability to analyze organizational problems and make recommendations regarding accounting and budgeting.
  • Effective communication skills, both verbal and written.
  • Ability to establish and maintain productive working relationships.
  • Problem-solving skills related to accounting and budgeting issues.
  • Judgment and discretion in applying policies and procedures.
  • Familiarity with financial administration principles.
  • Basic understanding of IT business terminology and requirements.
Qualifications

Education
A bachelor's degree from an accredited institution in accounting, finance, economics, or a related field is required.

Experience
  • 1 to 4 years of experience in purchasing, accounts payable, accounting, or budgeting, preferably within a governmental context.
  • Proficiency in Microsoft Office Suite is essential.
  • Attention to detail is crucial for preparing and interpreting financial reports.
  • Comfort with basic Information Technology concepts is necessary.
An equivalent combination of education and experience may be considered acceptable.

Additional Information

Salary is not to exceed $60,000.

Work Setting: in-person (onsite).
