Key Responsibilities:
  • Evaluate user requirements, operational concepts, and high-level system architectures to create system requirements specifications.
  • Assess system requirements and lead design and development initiatives.
  • Assist users in defining requirements, suggest alternative solutions, and conduct feasibility assessments.
  • Provide technical guidance for integrating requirements, design, and technology.
  • Incorporate new plans, designs, and systems into ongoing operations.
  • Generate technical documentation.
  • Create system architecture and design documentation.
  • Guide system development and implementation planning through the preparation of system engineering management plans and integration and test plans.
  • Engage with government representatives regarding Systems Engineering technical considerations and related issues.
  • Ensure the technical integrity of work performed and deliverables in the Systems Engineering domain.
  • Communicate effectively with program personnel, government overseers, and senior management.
Basic Qualifications:
  • A minimum of fourteen (14) years of experience as a Systems Engineer in similar programs and contracts is required.
  • A Bachelor's degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related field from an accredited institution is required.
    • Five (5) years of additional Systems Engineering experience may substitute for a bachelor's degree.
  • Manage system requirements and derived requirements to ensure the delivery of production systems compatible with defined system architectures, such as DoDAF and SOA.
  • Contribute to the creation of systems engineering documentation, including System Engineering Plans, Initial Capabilities Documents, Requirements Specifications, and Interface Control Documents.
  • Assist in developing system requirements, functional requirements, and their allocation to hardware, software, facilities, and personnel components.
  • Coordinate the resolution of action items from Configuration Control Board (CCB) meetings, design reviews, program reviews, and test reviews requiring cross-discipline collaboration.
  • Participate in an Integrated Product Team to design new capabilities based on a comprehensive evaluation of development and operational considerations.
  • Allocate real-time process budgets and error budgets to systems and subsystems.
  • Generate alternative system concepts, physical architectures, and design solutions.
  • Define methods, processes, and evaluation criteria for verifying systems and subsystems against their requirements.
  • Develop system design solutions that meet system requirements and fulfill functional analysis.
  • Review and provide input to program and contract work breakdown structures (WBS), work packages, and integrated master plans (IMP).
  • Engage in interface definition, design, and changes to configurations among affected groups throughout the lifecycle.
  • Understand stakeholder needs and derive lower-level requirements from higher-level allocated requirements.
  • Establish and gain approval for the definition of a system or component under development, providing a common reference for developers.
  • Develop derived requirements for Information Assurance Services and implement comprehensive SOA solutions.
  • Review and approve systems engineering documentation to ensure accuracy and completeness.
  • Capture all interface designs in a common format and maintain an accessible repository for interface data.
  • Assess program risks and determine probabilities and consequences of failure according to an approved risk management plan.
  • Plan verification efforts for new designs early in the development lifecycle to ensure compliance with established requirements.
  • Prepare timeline analysis diagrams illustrating the flow of time-dependent functions.
  • Establish a formal process for managing changes to requirements, ensuring stakeholder buy-in and traceability.
  • Maintain the technical integrity of the system baseline throughout its lifecycle.
  • Support planning and test analysis of the DoD Certification/Accreditation Process and other Government C&A processes.
  • Assist in developing and reviewing Joint Capability Integration Development System (JCIDS) documents.
  • Provide technical direction for the development, engineering, interfacing, integration, and testing of complex hardware/software systems.
  • Develop operational concepts that describe interactions between the system, users, and the environment.
  • Conduct quantitative analysis in non-functional system performance areas.
  • Establish a formal procedure for coordinating system integration activities among multiple teams.
