Job Summary

We are seeking a highly skilled Risk Management Director to join our team at the City of North Miami Beach, FL. The successful candidate will be responsible for coordinating and maintaining a program of risk management, ensuring compliance with applicable guidelines, standards, policies, and procedures.

Key Responsibilities
  • Coordinate and maintain insurance programs, including health, dental, disability, bonds, and property insurance.
  • Monitor the status of worker's compensation claims administered by the third-party administrator (TPA) and assist in coordinating return-to-work programs with departments.
  • Process liability claims for damages caused by the City and file claims against third parties for damage caused to City property as needed.
  • Educate and assist employees in selecting benefits and provide instruction and explanation of proper use of benefits during annual open enrollment and throughout the year as needed.
  • Conduct and analyze salary, compensation, and benefit surveys, gathering data from market-based compensation surveys and using spreadsheet and data analysis techniques to assess results and market trends.
  • Benchmark positions against survey data and other market intelligence to determine competitive compensation ranges.
  • Coordinate with the City Safety Officer in evaluating risk to the City and employees, receiving accident reports, and assigning them to the proper party for handling.
  • Ensure that monthly premium billings are processed and paid, performing periodic audits to ensure that these billings are up to date and being paid correctly.
  • Research and write Request for Proposals for various benefits and insurance programs as needed, reviewing results, and preparing analysis and recommendations for the City Manager.
  • Negotiate with insurance companies for the City and provide information and data to insurance companies as required.
  • Oversee and coordinate the administration of COBRA files, retiree benefit files, and FMLA files.
  • Interact and communicate with various individuals and groups, including immediate supervisors, City Commission, employees, COBRA participants, retirees, medical providers, third-party administrators, and the public.
Requirements
  • Bachelor's Degree from an accredited institution in Risk Management, Business Administration, or a related field, and five (5) years or more experience in Risk Management, Insurance, Business Continuity, and supervision.
  • A working knowledge of risks associated with the daily operation of a municipality.
  • A valid Florida Driver's License.
  • Ability to conduct work site/facility and safety/liability inspections, reviews operating procedures, and may conduct field investigations and determine liability exposure.
  • Ability to maintain continuing contact with a variety of City staff, including department and division heads and the City Manager.
  • Ability to analyze loss control data and assess trends and developments.
  • Ability to interpret and apply laws, regulations, policies, and procedures related to the area assigned.
  • Ability to compose correspondence and prepare clear and comprehensive reports.
  • Ability to initiate and carry out required procedural assignments, perform difficult research and analysis, and use independent judgment and initiative.
  • Ability to negotiate and administer insurance contracts and resolve concerns and issues.
  • Ability to handle multiple projects simultaneously and use good judgment in prioritizing work assignments, including the ability to ensure accurate and efficient completion of assignments.
  • Ability to communicate effectively, tactfully with the public and staff.
  • Ability to apply attention to detail in reviewing and preparing necessary reports.
  • Ability to think outside the box, be creative, and innovative.
  • Ability to organize, prepare, process, and maintain the required reports, records, documents, and related information.
  • Must possess great organizational, management, and human relation skills.
