This role is responsible for establishing departmental goals, which encompass fostering a robust team, streamlining processes, and ensuring effective communication. The position plays a crucial role in managing projects focused on the design and construction of various electrical facilities, including transmission and distribution systems, while also overseeing additional projects as necessary for Acord. The role employs project management methodologies to ensure successful project delivery.
Key Responsibilities
- Leverage established management information systems to track budgetary, operational, and capital project activities.
- Develop and maintain project schedules for both expense and capital initiatives assigned to the department.
- Manage contract administration related to the procurement of major equipment, materials, and engineering services.
- Oversee the creation of detailed work plans and specifications essential for significant project execution.
- Review and authorize expenditures within defined limits.
- Prepare and submit departmental capital and expense budgets for approval.
- Define project requirements for the construction of facilities, including distribution and substation systems.
- Balance the utilization of consulting engineers to meet project design timelines while optimizing in-house resources.
- Provide regular written or verbal updates on departmental responsibilities, including monthly project reports detailing financial and scheduling performance.
- Schedule, assign, and oversee the work of team members, offering training and mentorship as needed. Assess and monitor the performance of direct reports.
- Establish performance metrics for departmental responsibilities.
- Engage in negotiations with governmental agencies regarding modifications or relocations of company facilities.
- Direct the design coordination for the interconnection of Acord facilities with other utility providers.
- Participate in external committees and organizations, representing Acord as directed.
- Develop and implement a comprehensive Project Management Plan to identify the appropriate tools and techniques for departmental processes.
- Present project and contract proposals to the Board of Directors for authorization.
- Maintain an ongoing inventory of system deficiencies for future capital improvement projects.
- Perform other duties as assigned.
Qualifications and Skills
- Extensive knowledge of electric utility systems, operations, and construction practices.
- Understanding of the impact of environmental conditions on electrical equipment operations.
- Ability to identify electrical system requirements and propose solutions that meet technical and environmental standards.
- Proven track record of successful project delivery utilizing recognized project management methodologies.
- Capability to collaborate with other departments in the preparation of plans and reports.
- Strong supervisory skills and the ability to foster effective working relationships.
- Proficiency in various software applications, including word processing, spreadsheets, databases, and project management tools.
Supervisory Duties
This position supervises Senior Project Engineers, Project Engineers, and Site Engineers, and may direct other personnel as necessary.
Work Environment
Work is typically conducted in an office setting, with occasional field visits required for inspections and data collection in varying weather conditions. This role may involve travel for meetings and is subject to on-call responsibilities.
Educational Background
A Bachelor's degree in engineering is required, with a preference for electrical engineering. Additional training in electric utility design and construction is advantageous. Registration as a Professional Engineer in Alaska or the ability to obtain it within one year is preferred. A Master's degree in project management or Project Management Professional (PMP) certification is desirable.
Experience Requirements
A minimum of five years of progressively responsible experience in engineering design or construction is required, including three years in a supervisory or project management role. Experience with high voltage systems and familiarity with union environments is preferred.
