Overview:

The Head of PSC Contracts, Budgets, & Strategic Outsourcing is tasked with steering the sourcing division to enhance expenditure efficiency, cultivate and sustain vendor partnerships, mitigate risks, and align with organizational goals. This position requires forging robust collaborations with executive leadership and guiding the team in crafting and executing sourcing methodologies that utilize the company's purchasing leverage to foster efficiencies and establish strategic alliances.

Key Responsibilities:

Strategic Direction:

  • Collaborate with senior management to synchronize sourcing objectives with corporate strategies.
  • Formulate and execute sustainable and varied outsourcing approaches.
  • Direct and oversee the team, assigning project responsibilities and monitoring results.

Category Strategy Development:

  • Create category-specific strategies and perform market analysis.
  • Oversee vendor assessment processes, including RFIs, RFPs, and vendor selection.
  • Facilitate vendor demonstrations, presentations, and award notifications.

Contract Negotiation and Management:

  • Manage vendor negotiations encompassing scopes of work, financial plans, and payment timelines.
  • Administer purchase orders, contract amendments, and lifecycle management.
  • Ensure vendors receive proper training on invoice procedures and assist with issue resolution.
  • Reconcile vendor accounts and finalize contracts.

Vendor and Financial Oversight:

  • Work alongside business units to define suitable vendor governance frameworks.
  • Negotiate pricing structures, discounts, and performance incentives.
  • Coordinate with Financial Planning & Analysis for financial projections, accruals, and reporting.

Expenditure Management and Reporting:

  • Establish frameworks for expenditure analytics and reporting in partnership with relevant departments.
  • Ensure the team supports business units throughout the vendor lifecycle.

Vendor Relationship Management:

  • Develop and nurture relationships with existing and potential vendors.
  • Represent the sourcing division in governance discussions and address vendor-related challenges.

Operational and Legal Compliance:

  • Ensure contracts are comprehensive, precise, and compliant with standards.
  • Assist in integrating sourcing roles within the Legal Contract Lifecycle Management (CLM) framework.

Additional Duties:

  • Lead significant initiatives as assigned and perform other designated responsibilities.

Supervisory Duties:

Direct Oversight:

  • Supervise Sourcing Managers and/or Sourcing Contract Managers.
  • Manage recruitment, performance evaluations, and administrative responsibilities.

Indirect Oversight:

  • Provide strategic guidance and oversight for Category Managers.

Qualifications:

Education:

  • Bachelor's degree with 13+ years of relevant experience, Master's degree with 11+ years, or Doctoral degree with 8+ years in a related field.

Experience:

  • Significant experience in outsourcing and strategic sourcing within relevant sectors.
  • A minimum of 7 years in a supervisory or management capacity.
  • Experience with contract manufacturers, clinical research organizations, and testing laboratories.
  • Proficiency in relevant software and contract management systems.

Knowledge and Skills:

  • In-depth understanding of outsourcing principles, financial processes, and contract management.
  • Exceptional negotiation, strategic thinking, and leadership capabilities.
  • Strong communication, problem-solving, and relationship-building skills.
  • Proficient in Microsoft Office and quick to adapt to new software.
  • Commitment to core organizational values.

Work Environment:

  • Travel: Occasional travel to corporate sites and vendor locations (up to 10%).
  • Environment: Primarily office-based with clerical responsibilities.
