Overview:

The Head of PSC Contracts, Budgets, & Strategic Outsourcing plays a pivotal role in steering the sourcing division to enhance expenditure efficiency, cultivate and sustain vendor partnerships, mitigate risks, and align with corporate goals. This position requires forging robust collaborations with executive leaders and offering guidance to the team in formulating and executing sourcing strategies that capitalize on the organization's purchasing leverage to foster efficiencies and establish strategic alliances.

Key Responsibilities:

Strategic Direction:

  • Collaborate with senior management to synchronize sourcing objectives with organizational aims.
  • Design and deploy sustainable and varied outsourcing methodologies.
  • Lead and supervise the team, assigning project tasks and monitoring results.

Category Strategy Development:

  • Create category-specific strategies and perform market analysis.
  • Oversee vendor assessment procedures, including RFIs, RFPs, and selection processes.
  • Coordinate vendor presentations, software showcases, and award announcements.

Contract Negotiation and Management:

  • Direct vendor negotiations, encompassing scopes of work, financial plans, and payment timelines.
  • Administer purchase orders, contract modifications, and lifecycle management.
  • Guarantee precise vendor training on invoice processing and assist in query resolution.
  • Reconcile vendor accounts and finalize contracts.

Vendor and Financial Oversight:

  • Work with business units to establish suitable vendor governance frameworks.
  • Negotiate pricing structures, discounts, and performance incentives.
  • Collaborate with Financial Planning & Analysis for financial accruals, forecasts, and reporting.

Expenditure Management and Reporting:

  • Develop structures for expenditure analytics and reporting in partnership with relevant teams.
  • Ensure the team supports business units throughout vendor lifecycle management.

Vendor Relationship Management:

  • Establish and nurture relationships with existing and potential vendors.
  • Represent the sourcing division in governance discussions and address vendor-related challenges.

Operational and Legal Compliance:

  • Ensure contracts are comprehensive, precise, and compliant with standards.
  • Support the integration of sourcing functions within the Legal Contract Lifecycle Management (CLM) framework.

Additional Duties:

  • Lead significant initiatives as assigned and undertake other designated responsibilities.

Supervisory Functions:

Direct Oversight:

  • Manage Sourcing Managers and/or Sourcing Contract Managers.
  • Handle recruitment, performance evaluations, and administrative responsibilities.

Indirect Oversight:

  • Provide strategic guidance and oversight for Category Managers.

Qualifications:

Education:

  • Bachelor's degree with 13+ years of relevant experience, Master's degree with 11+ years, or Doctoral degree with 8+ years in a pertinent field.

Experience:

  • Comprehensive experience in outsourcing and strategic sourcing within relevant sectors.
  • A minimum of 7 years in a leadership or management capacity.
  • Experience with contract manufacturers, clinical researchers, and testing laboratories.
  • Proficiency in relevant software and contract management systems.

Knowledge and Skills:

  • In-depth understanding of outsourcing principles, financial operations, and contract management.
  • Exceptional negotiation, strategic planning, and leadership capabilities.
  • Strong communication, problem-solving, and relationship-building skills.
  • Proficiency in Microsoft Office and adaptability to new software.
  • Commitment to core organizational values.

Work Environment:

  • Travel: Occasional travel to corporate locations and vendor facilities (up to 10%).
  • Environment: Primarily office-based work with clerical responsibilities.
