Job Title: Program Manager

We are seeking a highly skilled and experienced Program Manager to join our team at ECC. As a Program Manager, you will be responsible for managing the activities of a large construction program in the Pacific region, ensuring that all goals and objectives are accomplished within prescribed time frames and funding parameters.

Key Responsibilities:
  • Oversee program operations to ensure high-quality internal and external client standards.
  • Monitor and ensure adequate client satisfaction with operational execution, particularly in regards to change management and invoicing systems.
  • Develop and implement corrective action plans with operations managers as needed.
  • Monitor project-level performance for client price, scope, schedule, and assist project managers in increasing cost performance.
  • Identify new projects and programs to pursue, and develop strategies to maximize utilization of contract(s).
  • Ensure adequate backlog by working with business development and operational groups to win the right work.
  • Take a leadership role in proposal efforts as needed and appropriate.
  • Plan and manage activities of designated projects to ensure goals or objectives are accomplished within prescribed time frames and funding parameters.
  • Provide team leadership, technical leadership, budgeting, scheduling, and interface with customers.
  • Manage all projects within the business line or program to ensure acceptable profit margins while meeting customer requirements.
  • Efficiently manage program costs (direct and overhead) to maintain/optimize profitability.
  • Maintain open lines of communication with customers to ensure client concerns on performance and payments are resolved.
  • Review project proposals or plans to determine time frames, funding limitations, procedures for accomplishing projects, staffing requirements, and allotment of available resources to various phases of projects.
  • Establish work plans and staffing for each phase of projects.
  • Arrange for recruitment or assignment of project personnel.
  • Confer with project staff to outline work plans and assign duties, responsibilities, and scope of authority.
  • Direct and coordinate activities of project personnel to ensure projects progress on schedule and within prescribed budgets.
  • Review status reports prepared by project personnel and modify plans as required.
  • Prepare project reports for management, clients, or others.
  • Confer with project personnel to provide technical advice and resolve problems.
  • Coordinate project activities with activities of government agencies.
  • Establish, monitor, and revise departmental budgets in accordance with company policies and practices.
  • Create appropriate internal controls within departments to minimize risk and liability.
  • Manage supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • In addition to the above accountabilities, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position.
  • Ensure maximum safety policies in all areas of responsibilities.
  • Obtain maximum CCASS ratings for projects.
  • Maintain and report program contract vehicle status and statistics.
  • Grow and maintain key subcontractor relationships.
Requirements:
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to work with company cost tracking (EZ TRAC/Cost Point) and accounting systems.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Proven ability to implement programs to address complex needs and problems.
  • Capable of communicating with persuasiveness and exercise effective negotiation techniques as needed.
  • Skilled in interfacing with executive management to obtain support and required resources.
  • Competent in using Microsoft Office products, email systems, and Windows.
  • Ten years of experience working with government agencies (i.e. DoD, DOE).
  • Five years of successful project management experience with emphasis on management of costs, schedule, communication, and application of other project resources.
  • Education - This position requires a Bachelor's degree in engineering, construction management, geology, chemistry, or science discipline. Equivalent combination of education and experience may be substituted for this requirement.
Preferred Qualifications:
  • OSHA construction safety or 40-hour OSHA HAZWOPER, 8-hour HAZWOPER supervisory and 8-hour HAZWOPER annual refresher training.
  • Experience with cost tracking and accounting systems, such as EZ TRAC and Cost Point.
  • Applicable professional registration (e.g., PE, RA, CEM, etc.).
