Overview:


ITC Defense Corp. is seeking a skilled Logistics Analyst Journeyman to provide support to the Naval Air Systems Command (NAVAIR) International Program Managers and Assistant Program Managers for Logistics (APML) on the CH-53K Israel Program. This role involves conducting analysis, coordination, and offering recommendations concerning the twelve Integrated Product Support (IPS) elements throughout the lifecycle of international programs, with a particular focus on Configuration Management.


Key Responsibilities:


- Conduct Integrated Logistics Support (ILS) studies, analyses, and evaluations for various international initiatives, requiring robust technical expertise and strong analytical skills.

- Address program needs in international logistics, developing innovative strategies for establishing collaborative support arrangements with U.S. security assistance partners.

- Provide technical guidance and insights on international programs.

- Collaborate with key stakeholders to review contracts and manage project cost accounting.

- Support the FMS Case Manager, Program Managers, and Team Leads by leveraging your knowledge of program development and execution to analyze complex technical and program management challenges, proposing insightful and innovative solutions.

- Assist the Program Office in acquiring new business and in the development, implementation, and follow-up support of FMS or Security Cooperation cases.

- Offer analytical support and monitor program/project status and schedules in alignment with program office requirements.

- Collect, organize, and interpret data related to aircraft and product programs.

- Maintain configuration control of acquisition products and data, tracking configuration changes and coordinating the development of Engineering Change Proposals.

- Apply government-established processes for documentation, change control management, and data management.

- Manage all aspects of the Engineering Change Proposal (ECP) planning and evaluation conferences and Change Control Board (CCB) action meetings.

- Assist the DAPML and domestic team configuration manager in determining the best contractual negotiation and implementation strategies for FMS engineering changes.

- Execute configuration management processes throughout the program lifecycle, including the baselining of hardware, software, and documentation; preparation of change control board packages; facilitation of change control meetings; and configuration audits.

- Implement data management processes throughout the program lifecycle, including managing Contract Data Requirements Lists (CDRLs) and their deliveries.

- Maintain CM/DM inventory and CDRL deliverable processes and Product Lifecycle Management (PLM).

- Plan and execute configuration management processes throughout the project lifecycle, including development, migration, deployment, and security.

- Demonstrate proficiency in project management, version control, and database management. Familiarity with configuration management tools, ERP systems, and software development processes is essential.

- Communicate effectively, both verbally and in writing, and exhibit the ability to work collaboratively within a team while taking the lead when necessary. Analyze complex issues and devise innovative solutions, demonstrating proactivity and initiative in process improvement and technology implementation.

- Monitor the execution of necessary corrective actions and milestone achievements, continuously evaluating progress to identify problem areas and recommend solutions.

- Participate in Program Management Reviews, Technical Coordination Meetings, conferences, briefings, and other significant program activities as required.

- May supervise junior logistics personnel.

- Perform other duties as assigned.


Minimum Qualifications:
- Active Department of Defense Secret or Interim Secret Security Clearance.

- Bachelor’s Degree from an accredited institution and over three (3) years of relevant experience in FMS, logistics, program management, or a technical or business analysis discipline related to acquisition or lifecycle management. Additional experience may substitute for a Master’s or Bachelor’s Degree.
