GENERAL PURPOSE

Responsible for executing technical tasks and assisting with various duties related to the certification of participants in the Women, Infants, and Children (WIC) program. Conducts educational sessions on nutrition and provides individual counseling to program participants.

SUPERVISION RECEIVED

Operates under the general oversight of the Health Department Supervisor/WIC Director.

None.

SCHEDULE INFORMATION
  • Monday through Thursday
  • 7:00 a.m. to 6:00 p.m. with 1 hour for lunch
  • No required overtime
  • No nights, weekends, or shift work
  • 13 paid holidays
ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Measures the height, length, and weight of women, infants, and children.

2. Collects blood samples through finger puncture and performs hemoglobin determinations using a digital hemoglobinometer.

3. Collaborates with the WIC Program Coordinator to implement nutrition education initiatives.

4. Conducts interviews with participants or their relatives to gather relevant health histories and dietary recalls.

5. Leverages community partnerships to enhance public awareness of the WIC Program.

6. Identifies the need for necessary immunizations.

7. Ensures proper maintenance of freezer/refrigerator temperatures.

8. Promotes and provides counseling on the advantages of breastfeeding.

9. Engages in outreach activities and mobile clinics.

PERIPHERAL DUTIES

Performs additional tasks as assigned by the Health Department Supervisor/WIC Director.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

(a) High school diploma or GED equivalent.

(b) Licensed to practice as a Licensed Vocational Nurse in the State of Texas.

(c) Preferred two (2) years of full-time paid experience as a Licensed Vocational Nurse.

Necessary Knowledge, Skills, and Abilities:

(a) Ability to establish and maintain effective working relationships with supervisors, colleagues, and the public, including individuals from diverse socio-economic backgrounds.

(b) Proficiency in operating listed tools and equipment.

(c) Effective oral and written communication skills.

(d) Capability to manage stressful situations.

(e) Competence in accurately evaluating information and applying interpretations of Federal, State, and Local regulations.

(f) Understanding of public health principles and office operations.

(g) Ability to organize, plan, and execute program functions; gather and assess medical data; educate and apply principles of good health.

(h) Skill in observing patients' general physical conditions to identify signs of abnormalities.

TOOLS AND EQUIPMENT USED
Computer, phone, copier, fax machine, digital hemoglobinometer, and various medical instruments.

The City of Texarkana, Texas offers three weeks of paid vacation and three weeks of paid sick leave annually, along with 13 paid holidays.

Retirement benefits are provided through the Texas Municipal Retirement System, with the City contributing at a rate of 2 to 1 and the employee contributing 7% each paycheck to TMRS. Employees become vested after five years and may retire after either twenty years of service at any age or at age 60 if vested.

Retirement benefits for the Fire Department are managed through the Firemen's Relief and Pension Fund, with eligibility for retirement after twenty years of employment.

A voluntary 457 deferred compensation program through MissionSquare is also available to all City employees.

The City of Texarkana, Texas provides health, dental, and vision insurance to employees at a minimal cost. Life insurance equal to one times the annual salary is offered at no cost to the employee, with supplemental life and dependent life insurance available at the employee's expense. Insurance becomes effective the first of the month following thirty days of employment.
