GENERAL PURPOSE

The role involves executing technical responsibilities and supporting various tasks related to the certification of participants in the Women, Infants, and Children (WIC) program. This includes conducting nutrition education sessions and providing personalized counseling to WIC participants.

SUPERVISION RECEIVED

Operates under the general oversight of the Health Department Supervisor/WIC Director.

SUPERVISION EXERCISED

No supervisory responsibilities.

SCHEDULE INFORMATION
  • Monday through Thursday
  • 7:00 a.m. to 6:00 p.m. with a 1-hour lunch break
  • No mandatory overtime
  • No night shifts, weekends, or rotating shifts
  • 13 paid holidays annually
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Measure the height, length, and weight of women, infants, and children.

- Perform blood draws via finger puncture and conduct hemoglobin assessments using a digital hemoglobinometer.

- Collaborate with the WIC Program Coordinator to implement nutrition education initiatives.

- Interview participants or their relatives to gather relevant health histories and dietary information.

- Leverage community partnerships to enhance public awareness of the WIC Program.

- Identify the necessity for appropriate immunizations.

- Ensure proper maintenance of freezer and refrigerator temperatures.

- Advocate for and provide counseling on the advantages of breastfeeding.

- Engage in outreach efforts and mobile health clinics.

PERIPHERAL DUTIES

- Carry out additional tasks as assigned by the Health Department Supervisor/WIC Director.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

(a) High school diploma or GED equivalent.

(b) Valid license to practice as a Licensed Vocational Nurse in the State of Texas.

(c) Preferred two (2) years of full-time paid experience as a Licensed Vocational Nurse.

Necessary Knowledge, Skills, and Abilities:

(a) Ability to build and maintain effective working relationships with supervisors, colleagues, and the public, including individuals from diverse socio-economic backgrounds.

(b) Proficiency in operating relevant tools and equipment.

(c) Effective oral and written communication skills.

(d) Capability to manage stressful situations.

(e) Skill in accurately evaluating information and applying interpretations of regulations at various levels.

(f) Understanding of public health principles and office operations.

(g) Ability to organize, plan, and execute program functions; gather and assess medical data; educate and promote good health practices.

(h) Competence in observing patients' physical conditions to identify signs of abnormalities.

TOOLS AND EQUIPMENT USED
Computer, phone, copier, fax machine, digital hemoglobinometer, and various medical instruments.

The City of Texarkana, Texas offers three weeks of paid vacation and three weeks of paid sick leave annually, along with 13 paid holidays each year.

Retirement benefits are provided through the Texas Municipal Retirement System, with the City contributing at a rate of 2 to 1 and the employee contributing 7% of each paycheck to TMRS. Employees become vested after five years and may retire after either twenty years of service at any age or at age 60, provided they are vested.

Retirement benefits for the Fire Department are managed through the Firemen's Relief and Pension Fund, with eligibility for retirement after twenty years of service.

A voluntary 457 deferred compensation program through MissionSquare is also available to all City employees.
