Senior Program Manager - Infrastructure and Water Management

As a Senior Program Manager, you will be instrumental in collaborating with various levels of management, technical specialists, and construction professionals.
Your main duty will be to guarantee the effective execution and completion of client initiatives, primarily catering to municipal entities, state water development agencies, and land management authorities.
This position provides significant opportunities for professional development and advancement within the organization.
Project types and responsibilities encompass stormwater management planning, design of stormwater infrastructure enhancements, streambank and channel protection design, overseeing hydrologic and hydraulic evaluations including advanced modeling techniques, floodplain analysis, water quality and Low Impact Development (LID) design, bridge and culvert hydraulic design, sediment transport assessments, and local and regional stormwater impact evaluations.
Key Responsibilities:
Expertise in hydrologic and hydraulic modeling, mentoring team members in executing complex analyses.
Stormwater Quality Management:
Develop and implement strategies to mitigate pollution from urban areas to safeguard water bodies, ranging from comprehensive regional studies to detailed site-specific designs.
Flood Mitigation Strategy:
Formulate potential solutions for flood risks, including green infrastructure planning and non-structural approaches, as well as large-scale drainage planning and the design of detention and conveyance systems.
Preparation of watershed ordinances and drainage criteria manuals, involving collaboration with local authorities, engineers, and community stakeholders to update standards for property, infrastructure, and water quality protection.
Coastal Water Quality Strategy:
Understanding of coastal resiliency initiatives, coastal dynamics, and community requirements.
Project Leadership:
Direct multi-disciplinary teams engaged in complex projects.
Foster strong relationships with stakeholders and identify avenues for business expansion.
This role will involve collaboration and leadership in Business Development initiatives.
This position will include managing team members.
Preferred Qualifications:
Proven experience and proficiency in hydrologic and hydraulic modeling across various scales, from extensive river basins to localized sites.
Experience in flood risk reduction through mitigation strategies.
Stream Stabilization and Restoration:
Apply natural channel design techniques to address erosion issues and protect infrastructure.
Coastal Water Quality Strategy:
Familiarity with coastal resiliency frameworks, coastal processes, and community needs.
Qualifications and Experience:
Over 10 years of experience in public works studies and designs, stream stability, streambank protection, hydrologic and hydraulic evaluations, stormwater quality management, and water resources planning.
A Professional Engineer (PE) License in the state of Texas or the ability to obtain it within a specified timeframe.
Demonstrated proficiency in relevant software tools, including HEC-RAS, HEC-HMS, EPA-SWMM, Bentley StormCAD, ArcGIS, AutoCAD, Civil3D, MicroStation, and advanced 2D modeling software.
Excel in a collaborative team environment and exhibit leadership qualities, with the capability to guide technical staff in a team-oriented setting.
