Job Title: SBE Compliance Officer

Job Summary:

The SBE Compliance Officer will be responsible for ensuring compliance with the Small Business Enterprise (SBE) contract data collection system, reporting system(s), and records. This includes SBE/HUB/DBE utilization, prime contractor adherence to SBE participation, and conducting complex statistical analysis, financial analyses, and budgetary analyses to identify accomplishments and weaknesses.

Key Responsibilities:

  • Develop, oversee, and maintain Dallas County's SBE contract data collection system, reporting system(s), and records.
  • Ensure prime contractor adherence to SBE participation in construction, Supplies/Services, and Professional Services contracts.
  • Conduct complex statistical analysis, financial analysis, and budgetary analysis to identify accomplishments and weaknesses.
  • Report on diversity trends, benchmarking information, and industry best practices.
  • Work closely with the Purchasing Department, Auditor's Office, County Clerk's Office, and Information Technology Department to ensure data accuracy.
  • Provide support and assistance to countywide staff on SBE program policies and procedures.
  • Review SBE Utilization plans and initiate and write correspondence regarding inaccurate and/or missing data to contractors/vendors/suppliers to cure any non-compliance.
  • Resolve issues and implement solutions to address SBE non-compliance.

Requirements:

  • Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Business Administration, Accounting, or a related field.
  • Five (5) years of experience in contracting administration, procurement management, contract compliance, budget analysis, and/or experience in utilizing advanced analytical/statistical methods.
  • Proficient knowledge of local government practices and procurement policies and procedures, Texas Government Code, and contract law.
  • Advance skill in problem-solving and management of multiple projects simultaneously.
  • Proficient ability to manage and interpret statistical data, develop reports, and formulate recommendations.
  • Ability to work independently or with others to manage multiple tasks with minimal supervision.

Physical Requirements:

  • Occasional lifting/carrying of 5-10 lbs.
  • Visual acuity, speech, and hearing.
  • Hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment.
