Role Overview:
This role reports directly to the Project Director and is accountable for overseeing medium to large-scale complex commissioning and start-up projects at Sibelco. The position also entails managing multiple smaller or less complex projects by evaluating engineering documentation to apply and execute commissioning methodologies, tools, techniques, and programs aligned with the project execution strategy. A comprehensive understanding of all facets of the project construction execution plan, commissioning execution plans, and turnover processes is essential.
Key Responsibilities:
- Ensure the effective operational functionality of all systems and equipment during the turnover of systems and subsystems to site operations.
- Design and implement detailed integrated pre-commissioning, commissioning, start-up, testing, and final handover processes for facilities, systems, and equipment to operations, ensuring operational readiness.
- Evaluate and validate subcontractor plans for pre-commissioning, commissioning, training, testing, and start-up activities.
- Analyze engineering drawings and specifications to define system boundaries, scope of work, and discipline-specific commissioning practices.
- Collaborate with project stakeholders to finalize documentation requirements for the start-up of systems and ensure the turnover process is complete and ready for submission.
- Contribute to the development of the construction quality plan by assisting the construction quality manager and engineering leads in determining the necessary requirements for plant and equipment.
- Guarantee the consistent application of pre-commissioning, commissioning, and start-up strategies, practices, processes, and tools.
- Develop and manage the commissioning and start-up budget, overseeing all costs associated with these activities.
- Create and maintain a system-centric integrated commissioning and start-up schedule, developing work plans to support project milestones.
- Mitigate risks by regularly reviewing the commissioning risk register, analyzing work plans, identifying potential risks, and recommending appropriate corrective actions.
- Maintain turnover dossiers and manage the transfer of care, custody, and control documentation.
- Establish a data tracking system for medium to large-scale project completions and turnover.
- Provide weekly reports detailing construction turnover progress, commissioning and start-up status, and upcoming activities.
- Communicate commissioning and start-up roles and responsibilities to design and construction team members, ensuring understanding of commissioning test plans and protocols.
- Promote a safe working environment by actively enforcing Sibelco's Health & Safety Policies, aiming for zero accidents and incidents.
- Ensure compliance with all environmental permit limits and support regulatory reporting obligations.
- Bachelor's degree in Business Administration, Engineering, or a related field; a master's degree is preferred for larger and more complex projects.
- Several years of experience in a process engineering or operations management role.
- Over 15 years of experience, including at least 3 years in a managerial capacity within one of the functional domains.
