Tax Policy Specialist

As a Tax Policy Specialist with the Internal Revenue Service, you will play a critical role in developing and executing the operational plan for effective resource deployment across teams. You will serve as a confidential employee to the manager in monitoring and addressing sensitive and confidential matters, including Congressional, statute cases, Treasury Inspector General Tax Administration (TIGTA) referrals, unauthorized access (UNAX), employee tax issues, performance issues, and proposed personnel actions. You will have significant involvement in formulating and effectuating the organization's policies and procedures, including managerial recommendations and dispositions on contractual negotiations, grievances, and related labor management activities. You will also determine corrective actions addressing processes and personnel, obtain performance feedback and assess the performance of team managers and employees, and provide evaluative input through appropriate management chain. Additionally, you will ensure that taxpayers' rights are upheld and the application of tax law is both consistent and proper.
Key Responsibilities
Analyze and evaluate the efficiency and effectiveness of the organization's processing of programs, operations, and accomplishments area-wide/nationwide, apprising the manager of critical items.
Provide direction and guidance for program continuity, transition, policy formulation and implementation.
Identify procedural and systemic problems and provide evaluative comments to the manager addressing the performance of the operation's systems, policies, processes and personnel.
Serve as a resource person for the front-line managers and tax examiners, working various types of cases and priority listings.
Resolve the most complex issues/inquiries, citing applicable tax laws when necessary, and determining the methods, techniques or customer actions used/needed to resolve the most challenging and sensitive matters.
Communicate these issues/inquiries to those with vested interest to further educate/train tax examiners.
Extend/shares information with all site/operation employees on issues that impact case processing.
Instruct classes for internal and external customers on all issues, especially in the area of functionally specific programs and procedures.
Requirements
One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Demonstrating knowledge of IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals.
Experience using knowledge of cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations.
Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives.
Skill in recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations.
Experience using knowledge of the principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports.
Skill in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information.
Meet Time In Grade (TIG) requirement: You must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to.

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
Foreign education: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
