Job Description:

The Financial Analyst I is responsible for conducting intricate financial oversight of governmental, educational, non-profit, and for-profit organizations engaged in various programs within the Fiscal Support and Oversight (FSO) unit at the Texas Department of Aging & Disability Services.

This role entails the thorough examination, investigation, and assessment of accounting records, financial statements, management practices, and internal controls to ensure adherence to federal and state laws, regulations, and departmental policies.

Additionally, the position involves the preparation of detailed reports that encompass findings, recommendations, and necessary corrective actions required from contractors. The analyst will also provide technical guidance to contractors regarding financial compliance matters. This position operates under limited supervision, allowing for initiative and independent judgment, and may lead a team of monitors.

Essential Job Functions:

Regular attendance and adherence to agency leave policies are expected, along with the performance of other assigned duties.

(85%) Conducts financial oversight reviews of various entities throughout Texas that are contracted to manage programs for the department.

Identifies financial compliance issues through research, interviews, analysis of supporting documentation, and review of independently audited financial statements.

Utilizes considerable initiative and independent judgment to determine which transactions to examine based on input from program personnel, third-party complaints, contractor history, and preliminary documentation reviews.

Recognizes areas of non-compliance and deficiencies in contractors' internal controls and financial management systems, recommending necessary policy or procedural changes to ensure compliance with relevant laws and regulations.

Develops financial summaries, schedules, and attachments essential for determining compliance with applicable laws and regulations, supporting the findings and recommendations of the review.

Organizes and prepares all working papers related to financial oversight reviews in accordance with established departmental standards.

Prepares or assists in the creation of comprehensive formal financial oversight reports detailing conclusions, findings, and recommendations.

Responsible for follow-up activities related to reviews, including formal correspondence to clarify findings, request additional documentation, and issue final reports and transmittal letters.

Collaborates closely with program staff on contracting issues.

(10%) May provide technical assistance to contractors and departmental personnel regarding financial compliance with applicable laws, policies, and contract provisions, including the reconciliation of required documents to financial statement reports. This role may also involve mentoring and training new financial monitors.

(5%) Participates in the research and interpretation of relevant laws, regulations, policies, and procedures, contributing to the development and modification of financial reporting processes and forms.

Other duties may include participation in disaster response and recovery efforts or Continuity of Operations (COOP) activation, which may require alternate shift patterns or locations.

Knowledge Skills Abilities:

Knowledge of accounting methods, business practices, financial oversight procedures, legal contracts, and financial statutes.

Familiarity with grant and contract administration, governmental accounting principles, and federal and state regulations.

Understanding of General Ledger maintenance and accounting theory (Generally Accepted Accounting Principles).

Proficiency in using personal computers, calculators, and adding machines.

Ability to write and edit formal reports and correspondence clearly and concisely.

Strong numerical analysis skills and the ability to interpret and apply relevant statutes, regulations, and policies.

Competence in analyzing and summarizing financial and management operations records for accuracy and compliance.

Ability to effectively communicate findings and recommendations, establish provider relationships, and maintain organized working papers according to division standards.
