Expert Exercise and Assessment, Monitoring, and Evaluation Specialist

Job Summary:

ANSER is seeking an experienced Exercise and Assessment, Monitoring, and Evaluation Specialist to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency's (DTRA) Building Partner Capacity (OB-BP) Department. The successful candidate will be responsible for strengthening allies and partners' capacity to Counter Weapons of Mass Destruction (CWMD).

Key Responsibilities:

  • Assist in the development and implementation of Exercises and Assessment, Monitoring & Evaluations, including events and formalizing standard operating procedures.
  • Research and implement best practices to support AM&E.
  • Develop framework to quantifiably measure and assess partner CWMD capabilities and formally evaluate the effectiveness of partner capacity building activities (i.e., AM&E).
  • Identify Partner Nation (PN) objectives in discrete preparedness activities.
  • Design and deliver discussion-based engagements that:
  • Are comprised of stimuli that replicate expected coordination from higher and lower commands, adjacent units, the public, and responding partners that would be present in real-world incidents or operations.
  • Include tactical, single function or Situational Training Exercises (STX) and Field Training Exercises (FTX), Table Top Exercises (TTX), operations-level Functional Exercises (FE) or Command Post Exercises (CPX) with deployments of notional capabilities, through Full-Scale Exercises (FSE), deployments of capabilities and conduct of operations for U.S. trained and equipped foreign partner Chemical, Biological, Radiological, and Nuclear (CBRN)/ CWMD units and supporting elements.
  • Submit meeting minutes as requested.
  • Support and deliver internal DTRA Directorate training as needed, including OB-BP Action Officer training.
  • Travel CONUS AND OCONUS to support the above tasks as needed (25%).

Requirements:

  • Bachelor's Degree.
  • Must have a minimum of ten (10) years of practical experience in DOD and US Government Interagency exercises, such as the Chairman, Joint Chiefs of Staff Exercise Program, Combatant Commanders Exercises, and the National Exercise Programs related to CBRN Response.
  • Must have experience in all aspects of organizing, planning, and executing DOD and Interagency exercises.
  • Must be qualified to manage exercises according to the Homeland Security Exercise and Evaluation Program (HSEEP) certification standards.
  • Experience as a professional on a multi-disciplinary team.
  • Subject matter expertise in planning and execution of joint CBRN defense training at the combatant commands and/or component commands levels.
  • Experience leading Exercise Planning, Development, and Execution efforts inclusive of Full Scale, Command Post, and Table Top Exercises, the Joint Event Life Cycle (JELC) Management, Planning Conference Organization, Exercise Plan Development and Master Scenario Events List (MSEL) Development and documenting events (e.g., After Action Reports (AARs), programmatic strategic documentation, Joint Training Information Management System (JTIMS), and information papers.
  • Must be capable of achieving a comprehensive understanding of Agency (including subordinate organizations) equities and mandates, and be prepared to advocate for those interests in strategic coordination with the interagency, DoD, and PNs.
  • Must be able to occasionally lift equipment, material, and supplies weighing up to 40 pounds.
  • Must possess a valid US Passport.
  • Must be able to understand, review and submit reports, and work effectively with a broad range of people with a wide variety of skills and experience.
  • Must be able to work independently, using good judgment and discretion on assigned tasks and accept direction on given assignments.
  • Must possess excellent verbal/written communication skills and turn in timely high quality products to the government.
  • Must be functional with Word (intermediate), Excel (intermediate), PowerPoint (intermediate), Outlook e-mail, and Adobe Acrobat Pro.
