Key Responsibilities:


The Traffic Operations Program Management Office is in search of a meticulous individual to oversee statewide contract utilization, assist in administration, and facilitate procurement activities.

The ideal candidate will possess a comprehensive understanding of state and federal procurement regulations, contract laws, policies, and procedures pertinent to transportation project development and execution.

The Contract Analyst will manage the delivery of contracted services across multiple awards, ensuring compliance with specific contract stipulations.


Core Duties Include:

  • Administer contracts, process consultant invoices, and oversee contract renewal and modification processes.
  • Identify and resolve issues in the contract delivery process, collaborating with industry firms and stakeholders.
  • Engage actively in procurement and negotiation processes.

Minimum Qualifications:

  • Experience in developing Requests for Proposals (RFP) and Invitations for Bids (IFB).
  • Proficiency in complex contract negotiations and administration.
  • Experience in formulating policies and procedures.
  • Strong oral and written communication skills.
  • Experience in budgeting related to contract administration.
  • Knowledge of the Virginia Public Procurement Act and relevant procurement procedures.
  • Familiarity with Transportation Operations, ITS technologies, and transportation security.
  • Proficient in computer and web-based applications.
  • Experience in project management.

Additional Considerations:

  • Experience with federal and state regulations, procurement practices, and procedures.
  • Background in Transportation Operations, ITS technologies, and technical writing.
  • Knowledge of grant procedures and project management tools.
  • Experience in contract administration and budgeting.
  • A combination of education and experience in Business Administration, Public Administration, Engineering, or a related field is preferred.
  • Ability to interpret contract terms, conditions, and scope of work.
