Job Summary:

The City of San Angelo, TX is seeking a highly skilled Airport Operations Manager to oversee the daily operations and maintenance of the San Angelo Regional Airport - Mathis Field (SJT). As a key member of the airport team, you will be responsible for ensuring compliance with City, State, and Federal regulations, as well as assuming the duties of the Airport Director in their absence.

Key Responsibilities:

  • Manage airport operations, maintenance, security, and safety programs, ensuring compliance with state and Federal regulations.
  • Perform independent judgment and decision-making on operations matters, establishing effective working relationships with stakeholders.
  • Supervise airport maintenance staff, training and monitoring their performance, and conducting disciplinary actions as needed.
  • Assist in preparing and directing airport operation and capital improvement budgets, negotiating contracts for airport improvement, maintenance, and repair.
  • Ensure the airport maintains Airport Operating Certificates according to FAA Part 139 of Title 14, Code of Federal Regulations (14 CFR Part 139).
  • Coordinate and supervise inspection, maintenance, and repairs of airport facilities and ground support functions.
  • Communicate with the general public, hangar tenants, government agencies, vendors, contractors, and others to coordinate operations and maintenance of airport grounds and facilities.
  • Develop and monitor budget for maintenance and operations divisions, reviewing and approving designs, plans, and specifications for capital improvement plans.
  • Plan and coordinate emergency response training, exercises, and practice drills, assessing emergency situations and implementing appropriate response procedures.
  • Respond to requests for information within designated scope of authority, identifying and researching technical issues and recommending solutions.
  • Coordinate with other departments to obtain necessary support activities, such as security, engineering services, financial and accounting services, airport property maintenance, legal services, etc.
  • Serve as the primary or alternate Airport Security Coordinator, overseeing the implementation of the Airport Security Program.
  • Prepare and maintain required reports and records for submission to federal, state, and local agencies.
  • Manage airport compliance programs, including the airport wildlife and storm water pollution programs.

Requirements:

  • Bachelor's Degree in Aviation Management, Business Administration, Criminal Justice, or Public Administration, and four years' experience in operations of an equivalent airport, or an equivalent combination of education and experience.
  • Valid Texas Driver License with a good driving record, required to pass a background investigation.
  • Accreditation from the American Association of Airport Executives is preferred, or able to obtain within 3 years of hire.

Preferred Qualifications:

  • City organization, operations, policies, and procedures.
  • State and Federal codes and regulations relating to airport facilities and aviation operations.
  • Aviation program planning and development principles.
  • General aviation and airport operation methods, practices, and security procedures.
  • Tools, materials, equipment, techniques, and procedures used in maintenance and preventive maintenance of a general aviation facility.
  • Principles of record keeping and records management.
  • Occupational hazards and safety precautions.

Working Conditions:

  • Work is performed in a standard office environment, outdoors, and in maintenance facilities.
