Position Overview

The Chief Information Officer (CIO) is the primary consultant to the leadership team regarding the strategic planning, implementation, assessment, and provision of information technology (IT) services aligned with the objectives of the Department of Commerce.

Key Responsibilities

This role encompasses a variety of responsibilities, including:

  • Articulating the development and trajectory of the corporate vision to ensure the seamless integration of IT functions and resources into a unified program that addresses the evolving requirements of the Department and its stakeholders.
  • Encouraging innovative applications of technology and enhancing management access to essential information resources.
  • Defining strategic goals during program planning and resource allocation, acting as a catalyst for change, and generating a comprehensive strategic information resources plan that aligns with departmental and governmental strategic objectives.
  • Facilitating the procurement of information resources to optimize value and mitigate investment risks.
  • Ensuring compliance with relevant legislation, including the Clinger-Cohen Act and CIO Act.
  • Guiding departmental managers in the effective administration of information resources by promoting cross-organizational improvements, adapting processes to leverage IT solutions, and advocating for standards-based IT architecture.
  • Enhancing the design and operation of major information management processes and advising leadership on the efficacy of information systems in delivering financial and performance metrics.
  • Serving as the principal advisor to leadership to ensure the alignment of strategic planning, budget development, and program performance evaluation activities within the IT investment framework.
  • Promoting a robust strategic and operational IT planning process, fostering viable IT strategies and operations that support departmental mission goals through budget formulation.
  • Conducting periodic assessments of major information system investments to evaluate progress and benefit realization, utilizing both personal analysis and insights from an Investment Technology Review Board.
  • Establishing, monitoring, and evaluating IT performance in relation to program objectives, advising leadership on the continuation, modification, or termination of IT programs as necessary.
  • Overseeing a comprehensive IT security program to safeguard information and IT assets in compliance with departmental and legislative mandates.
  • Ensuring proper management of information and records, including the collection, protection, accessibility, and dissemination of information.
  • Collaborating with other strategic leaders across government to innovate and enhance methods and systems for delivering mission-critical benefits.
  • Guaranteeing that IT acquisitions and information resource management adhere to departmental policies and priorities.
Qualifications

To qualify for this position, candidates must demonstrate substantial experience and expertise in managing enterprise-wide IT operations within a complex organization. This includes:

  • Proven experience in IT investment management, network design, application development, and information system security.
  • Experience in leading change management initiatives that enhance organizational effectiveness through technological advancements.
  • A customer-centric approach to delivering IT services in a diverse research environment.

Additional Information
