Overview


Under the guidance of the Chief of the International Security Section, and in collaboration with the Senior Security Officer (STI) and Senior Security Officer (Ops), the Regional Security Specialist is tasked with overseeing security operations within the designated region.

Key responsibilities encompass monitoring and evaluating global security threat intelligence to assess risks to Fund personnel and assets; advising and collaborating with Fund security stakeholders; enhancing security-related initiatives; implementing operational and physical security measures to address identified risks; and coordinating responses to security incidents and emergencies.

International travel is an essential component of this role.

Core Responsibilities:
Analytical Functions

  • Gather, compile, and evaluate security threat intelligence.
  • Deliver timely situation assessments and actionable recommendations during security incidents impacting the IMF.
  • Conduct security risk evaluations for countries within the assigned region to ascertain risk levels for IMF personnel and operations.
  • Generate timely security reports detailing significant security-related incidents and analyze their implications on the overall safety and security of IMF personnel and operations.
  • Provide analytical support to the Executive Protection team.
Operational Duties

  • Serve as the primary contact for Heads of Offices and field personnel regarding all security-related matters and offer guidance on managing security challenges.
  • Contribute substantively to the forecasting of the evolving security landscape, Fund security management, and operational responses.
  • Develop, review, implement, and support security planning, risk management documents, and risk-based security solutions.
  • Prepare and deliver security briefings for IMF missions traveling to high-risk areas.
  • Establish productive relationships with security departments at the UN, the World Bank, diplomatic missions, and vendor security information providers.
  • Foster and maintain close working relationships with IMF managers and field-based personnel to exchange security information and provide guidance.
  • Assist in the development of Emergency Action Plans, compliance administration, database and geocoding development, advice sheet creation, document management, after-action reviews, support for security training programs, and other assigned tasks.
Physical Security Management

  • Conduct physical security assessments of offices, hotels, and residences abroad, making recommendations in line with the Fund's operational standards.
  • Implement security risk management protocols and procedures, monitoring and reporting on compliance.
  • Assist Senior Security Officers in managing the Fund's Aviation Safety, Armored Vehicle, Road Safety, Security Consultant, and Field Security Coordinator programs.
  • Develop and support security arrangements for international conferences and events.
  • Evaluate close protection and security consultant requirements and arrange for implementation when necessary.
Emergency Response Coordination

  • Monitor the security landscape in the assigned region and play a pivotal role in supporting the Fund's response to security incidents, emergencies, and crises affecting personnel and assets.
  • Liaise with external entities to bolster emergency response efforts, including evacuation procedures.
General Responsibilities

  • Apply subject matter expertise to innovate existing analytical and operational practices.
  • Mentor and manage relationships with GSOC analysts and field-based Security Coordinators.
  • Oversee assigned projects and initiatives from inception to completion.
  • Perform additional functions as directed.

Qualifications:


Educational development typically acquired through the completion of an advanced university degree, or equivalent, in international relations, political science, security risk management, or a related field; or a university degree, or equivalent, supplemented by a minimum of six years of relevant professional experience.


Skills and Experience:

  • Proven knowledge of security analysis, risk assessments, physical security, or security operations and planning.
  • Proficiency in English and a second language.
  • Exceptional spoken and written communication skills; candidates must be comfortable addressing large audiences.
  • Strong customer service orientation and the ability to cultivate and maintain trusting client relationships in a multicultural setting.
  • Capability to work effectively in both small team environments and independently.
  • Comfort operating in high-stress situations with tight deadlines, providing reasoned and immediate advice during emergencies with minimal supervision.
  • Availability to respond to emergency situations during off-hours, potentially for extended periods.
  • Familiarity with the UN Security Management system or International Organizations is preferred.
  • Experience in creating and managing electronic databases is preferred.
  • Fluency in French is preferred.
This is a two-year contractual appointment.

Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending performance, budget availability, and ongoing business needs.
