The Kenjya-Trusant Group, LLC is in search of a Senior Acquisition Consultant to deliver specialized support to USCYBERCOM. This role involves leveraging expertise in cyber acquisition and program management to enhance the effectiveness of command-wide initiatives and operations.
Our contributions align with the USCYBERCOM mission to consolidate cyberspace operations, fortify DoD cyberspace capabilities, and enhance the Department of Defense's cyber proficiency.
Key Responsibilities:
Provide comprehensive acquisition management and support, which includes advising on and facilitating the planning and execution of acquisition activities, strategies, policy updates, and recommending process enhancements while offering administrative support to various directorates.
Oversee and manage assigned contracts in IT, Cybersecurity, Systems Engineering, and other relevant domains that bolster USCYBERCOM programs.
Draft essential acquisition and contracting documentation necessary for the successful competition, awarding, and execution of various support contract types utilizing GSA MAS (Multiple Award Schedules), Government Wide Acquisition Contracts (GWACs), Multi-Agency Contracts (MACs), and other contract mechanisms.
Prepare preliminary acquisition documents that are legally compliant and accurately represent all technical and operational requirements for Government endorsement.Engage in the following acquisition lifecycle activities: a. Acquisition Planning b. Pre-Award Documentation c. Evaluation d. Post-Award e. Contract Closeout f. Updates on Acquisition Policy and Regulations g. Improvements in Acquisition Processes.
Assist the Head of Contracting Activity (HCA) and Command Program Managers (CPMs) in acquisition planning efforts.
Support the identification, preparation, and implementation of acquisition strategies and plans, including drafting market research strategies, formulating market research inquiries, analyzing market research findings, and compiling market research reports.
Conduct the following tasks:
a. Aid in the review and organization of the Pre-Acquisition Strategy Meeting (Pre-ASM) and Pre-Contract Strategy Meeting (Pre-CSM) presentations. b.
Assist the Government in formulating acquisition strategies, policies, procedures, schedules, risk management plans, and decision documents that adhere to DoD and acquisition regulations and policies to effectively oversee contracts for a diverse clientele.
c.Help develop methods for implementing long-term and annual performance metrics, directly supporting command objectives and goals.
Support CPMs with oversight activities, including the preparation of Contract Surveillance Plans and documentation of oversight processes.Qualifications:
Citizenship: Due to the sensitive nature of this position and the information accessible to employees, U.S. Citizenship is required.
Clearance: Active TS/SCI with Polygraph is mandatory.
Education:
A Master's degree in a relevant field along with a minimum of 10 years of related experience is required.
Alternatively, a Bachelor's degree with an additional 2 years of experience may be considered.
Experience:
A strong background in acquisition and contract processing is essential.
Proficiency in generating and reviewing acquisition documentation is crucial.
Experience with PEO is highly advantageous.
Exceptional communication skills are necessary.
Ability to manage multiple competing priorities effectively.
Proven ability to collaborate within and across teams.
Experience working with technical professionals and other subject matter experts is preferred.
Strong skills in meeting coordination and facilitation are required.
Familiarity with Microsoft Office Suite products is essential.
Experience in complex cyberspace operations and/or multi-stakeholder environments is preferred.
