As a Technical Human Resource Consultant, you will leverage your exceptional communication and customer service abilities. Note: These positions offer a career trajectory and practical training, allowing you to advance within the Human Resource Consultant field towards the goal classification of Human Resource Consultant 2. Candidates may be considered for the Human Resource Consultant 1 classification (In-Training) or the Human Resource Consultant 2 (Goal classification) levels based on their qualifications.
Telework Options: This position requires in-office work at least one day per week, with potential for increased in-office presence during training and to meet operational needs. Duties
What makes this role unique?
The Technical Human Resource Consultant positions are part of the HR Technical Unit. You will independently execute professional human resource functions for designated programs and provide support to senior HR staff as directed by the assigned lead worker and supervisor. This team is cohesive and dedicated, finding ways to enjoy their work while achieving goals.
What you'll do:
As a Technical Consultant, you will interpret federal and state regulations, civil service rules, collective bargaining agreements, and agency policies to:
- Complete full-cycle personnel actions by processing appointment letters, creating personnel action forms, and entering data into the Human Resource Management System, in collaboration with Payroll and Environmental/Administrative Programs.
- Serve as the primary contact for numerous HR inquiries, delivering high-quality customer service to Ecology staff, leaders, and the public by handling employment history requests, verifications of employment, salary inquiries, and more.
- Maintain confidential records in accordance with retention guidelines and assist the Public Disclosure Coordinator with public disclosure requests.
Qualifications
Required Qualifications:
The required experience is expressed in full-time equivalent years. Full-time equivalent experience accounts for any work hours less than 40 hours per week, prorated to reflect full-time equivalency. For example:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal employment, education, and volunteer experience. Applicants need to meet the requirements for one of the levels listed below:
At the Human Resource Consultant 1 Level:
A total of 4 years of experience and/or education:
- Experience in comprehensive professional human resources, including advising and consulting on HR matters (classification and compensation, personnel and payroll actions, generalist functions).
- Education in human resources, business administration, public administration, social or behavioral sciences, or a closely related field.
At the Human Resource Consultant 2 Level:
A total of 5 years of experience and/or education:
- Experience in comprehensive professional human resources, including advising and consulting on HR matters (classification and compensation, personnel and payroll actions, generalist functions).
- Education in human resources, business administration, public administration, social or behavioral sciences, or a closely related field.
Desired Qualifications:
- One year of experience using Human Resource Management Systems (HRMS) for personnel and organizational management actions.
- One year of experience interpreting collective bargaining agreements and applying them to HR issues.
- Relevant certifications such as PHR, SPHR, SHRM-CP, or SHRM-SCP.
