PSE Finance Specialist

Abacus is seeking a highly skilled PSE Finance professional to support researchers in developing and submitting funding proposals. As a key member of our team, you will play a crucial role in helping our researchers navigate the complex process of securing funding opportunities.

• Proposal Review and Eligibility: Review request for proposal (RFP) and funding opportunity announcement (FOA) documents from funding agencies and determine if Abacus is eligible to submit a proposal.
• Compliance Matrix Development: Prepare a list of requirements stated in the RFP or FOA and compile into a compliance matrix suitable for use as a tool for proposal preparation management.
• Proposal Content Development: Work with principal investigators and other proposal authors to collect and compile supporting information for the proposal, including development and maintenance of templates for common elements.
• Proposal Document Formatting: Format and produce compliant proposal documents, per the requirements specified in the solicitation instructions and evaluation criteria.
• Document Template Development: Develop document templates and other documentation associated with the proposal development process.
• Proposal Proofreading: Proofread proposals for spelling, usage, typographical, and grammatical errors.
• Budget Incorporation: Work with Abacus finance staff to incorporate budget into the proposal.

• Financial Management: Working knowledge of budget management, financial analysis, financial modeling, and accounting principles.
• Organizational Skills: Strong organizational skills, ingenuity, creativity, and the ability to solve problems independently.
• Technical Skills: Knowledge and proficiency in Microsoft Office, specifically Excel and Access, including database management.
• Communication Skills: Ability to effectively communicate with all stakeholders, including Directorate and Division management, Laboratory Financial Department, etc.
• Customer Service: High level of customer service and a mission-driven mindset.
• Process Understanding: Considerable skill in understanding and following detailed and complex processes and associated policies and government regulations.
• Analytical Skills: Strong analytical skills, including the ability to synthesize data, draw conclusions, and reach satisfactory resolution of complex financial situations.
• Data Systems: Extensive experience and skill working with data systems and technology.
• Time Management: Skill in setting work priorities, handling multiple assignments for multiple people, and time management.
