The Strategy and Policy Department at MITRE is seeking a highly skilled Lead Intelligence Acquisition Advisor to drive innovative solutions, thought leadership, and evidence-based recommendations to support the Intelligence Community (IC) in delivering benefits and services to its mission partners.
This role involves extensive collaboration across the IC and DoD components, requiring experience working with multiple agencies, departments, and external partners to develop requirements capability documents for validation.
Key Responsibilities:- Lead Acquisition Efforts: Throughout the acquisition life cycle, including conceptualization, requirements definition, procurement, and post-award contract management activities to ensure the expected benefits of each procurement action are realized.
- Advise Government Sponsor: On acquisition strategy, roadmap, repeatable processes, and develop actionable acquisition solutions to achieve desired outcomes.
- Develop Acquisition Artifacts: Requirements documents (SOW, SOO, PWS), requests for proposals, source selection plans, acquisition plans, risk management plans, cost estimates, and other documents as necessary.
- Provide Acquisition Support: Market analysis, cost analysis, requirements, rough orders of magnitude, and contract changes.
- Participate in Source Selection: Recommend evaluation factors, proposal evaluation process, and analyze offer proposals.
- Support Innovative Acquisition Solutions: Research, develop, and implement innovative acquisition solutions to bring capabilities to programs faster and more cost-effectively.
- Collaborate with Technical Teams: Attend meetings with technical, systems engineering, cost, and procurement teams to effectively define acquisition products that meet technical, schedule, and programmatic requirements.
- Active TS/SCI with Polygraph
- Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years and a Master's degree; or a PhD with 3 years' experience; or equivalent combination of related education and work experience
- Experience providing acquisition support to the Intelligence Community in acquiring managed services (technical and business) to achieve desired outcomes.
- Experience developing repeatable acquisition process, acquisition artifacts (e.g., requirements documents (SOW, SOO, PWS), requests for proposals, source selection plans, acquisition plans, risk management plans, cost estimates, and other documents as necessary).
- Experience providing pre- and post-award acquisition support, including market analysis, cost analysis, requirements, rough orders of magnitude, and contract changes.
- Ability to translate operational mission needs into acquisition, technical, and programmatic requirements.
- Excellent written and verbal communication skills.
- Demonstrated experience and capability to advise on all aspects of the federal acquisition life cycle to implement and adopt innovative acquisition solutions.
- Experience participating and assisting in source selection, recommending evaluation factors, proposal evaluation process, and analyzing offer proposals.
- DAWIA Contracting Level II or III or NCMA CFCM or CPCM certification.
- DAWIA Program Management Level II or III or PMI PMP certification.
