Position Overview
The Finance Department of the City of Phoenix is actively seeking two experienced Senior Accountants (Accountant III - Financial Reporting) to join our Financial Accounting and Reporting Division.

Role Responsibilities
The Senior Accountant role encompasses advanced professional accounting tasks that necessitate the application of Generally Accepted Accounting Principles (GAAP), with a strong emphasis on financial reporting.

Key Duties Include:

  • Conducting financial data analysis and generating comprehensive financial reports, including statements for both governmental and enterprise funds.
  • Contributing to the preparation of the City's Annual Comprehensive Financial Report (ACFR) and annual financial statements for enterprise funds and joint ventures.
  • Preparing, reviewing, and approving various journal entries and payment control documents.
  • Executing reconciliations of general ledger accounts, investigating discrepancies, and recording necessary journal entries.
  • Reviewing specific revenues received by the City, recording applicable journal entries, and collaborating with other departments as required.
  • Overseeing and ensuring accuracy in accounting entries related to Customer Care and Billing (CC&B), aiding in staff training on CC&B, and developing accounting and reconciliation procedures.
  • Monitoring legislative and City Council activities for financial implications that may affect the City's financial statements.

Supervision
The Senior Accountant will operate under the guidance of an accounting supervisor.

Additional Responsibilities
The Senior Accountant may also be tasked with:

  • Assisting in the implementation of Governmental Accounting Standards Board (GASB) pronouncements and responding to departmental inquiries.
  • Performing enterprise and joint venture accounting functions.
  • Supporting the preparation of monthly CC&B reconciliations and contributing to the design and implementation of accounting policies, procedures, and internal control systems.
  • Serving as a professional accounting resource for special projects or major programs.

Ideal Candidate Profile
The ideal candidate will possess:

  • Proficiency in using SAP for financial data review and journal entry management.
  • Experience in preparing and reviewing financial statements and schedules utilizing both budgetary and accrual basis accounting.
  • Strong research skills in financial/accounting issues, with the ability to collaborate with diverse stakeholders to identify and implement effective solutions.
  • Analytical and detail-oriented research capabilities.
  • Excellent oral and written communication skills.
  • A solid understanding of accounting theories, principles, and practices, particularly in relation to governmental accounting transactions and challenges.

Compensation and Benefits
Salary Range: $61, $110,510.40 annually
Hiring Range: $61, $90,916.80 annually

The actual salary offer will take into account a variety of factors, including skills, qualifications, experience, education, licenses, and training.

Qualifications
Minimum qualifications include:

  • Proficiency in Excel and Word.
  • Experience in governmental accounting and/or finance.
  • Familiarity with SAP or other large ERP systems.
  • Experience in preparing financial statements and/or GAAP accounting.
  • Ability to analyze data and prepare financial reports.
  • Experience in researching financial/accounting issues and collaborating with diverse stakeholders.
