POSITION SUMMARY

The Human Resources Specialist plays a vital role in managing the HR Information System (HRIS) to ensure data accuracy and integrity. This position involves updating and maintaining job descriptions, supporting the recruitment process for non-clinical roles, and facilitating the orientation and onboarding of new employees. Additionally, the Specialist will assist in annual wage benchmarking and policy revisions, while also addressing employee relations matters and providing guidance to employees and management as necessary. Independent judgment and discretion are essential in fulfilling the responsibilities of this role.

KEY RESPONSIBILITIES
  • Collaborate in the development of human resources management objectives and strategies.
  • Ensure the confidentiality of employee information, including electronic records and personnel files.
  • Maintain the integrity of human resources data.
  • Oversee the HR database management.
  • Conduct wage surveys and participate in annual position benchmarking.
  • Ensure compliance and documentation for employee evaluations, grievances, disciplinary actions, and terminations.
  • Interpret and clarify HR policies, procedures, laws, and regulations.
  • Address employee relations issues, including harassment claims and workplace complaints.
  • Assist management in job evaluation and analysis.
  • Recommend updates to job descriptions based on discussions with management and current workplace trends.
  • Work with the Deputy Chief Human Resources Officer to promote positive employer-employee relationships and enhance employee morale.
  • Maintain effective communication within areas of responsibility.
  • Support the development of training programs and ensure compliance with state training requirements.
  • Update and maintain the New Hire Orientation process.
  • Perform other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Familiarity with human resources management practices, California labor laws, and agency regulations.
  • Understanding of compensation and benchmarking methodologies.
  • Knowledge of federal employment regulations, particularly the Equal Employment Opportunity Act.
  • Proficiency in human resources information systems and related software applications.
  • Awareness of recruitment processes and best practices.
  • Detail-oriented with strong analytical capabilities.
  • Proficient in Microsoft Office Suite (Excel, PowerPoint, Word).
  • Able to establish and maintain effective working relationships.
  • Typing speed of at least 35 words per minute.
EDUCATION & EXPERIENCE
  • Bachelor's degree in human resources, business, or a related field.
  • A minimum of five years of experience in Human Resources, preferably within a healthcare environment.
PREFERRED QUALIFICATIONS
  • PHR certification.
  • Experience and expertise in HRIS.
