Job Title: Visitor Management Specialist

Key Responsibilities

This role offers part-time opportunities for weekend and holiday shifts, along with on-call availability for weekday coverage. The Visitor Management Specialist will provide essential support to the Federal Protective Service (FPS) Visitor Management and Access Control (VMAC) program at the St. Elizabeths Campus. The VMAC is tasked with overseeing visitor management and access control, ensuring security at the facilities, managing visitor flow, and safeguarding employees on-site. Key responsibilities include:

  • Verifying visitor information within the Visitor Management System (VMS) before issuing visitor badges.
  • Ensuring that visitors without a Common Access Card (CAC) or Personal Identity Verification (PIV) card present valid government-issued identification in accordance with established guidelines, including the Real ID Act.
  • Issuing parking permits as authorized by the VMS or the Office of the Chief Readiness Support Officer (OCRSO).
  • Adhering to FPS guidelines for large events and ceremonies specific to the St. Elizabeths campus.
  • Collaborating with FPS technical representatives to process requests efficiently, address unique visitor needs, and alert Security to any emergencies affecting visitor safety or security.
  • Managing phone and electronic communications related to Visitor Management duties.
  • Conducting background checks utilizing the National Crime Information Center (NCIC) database.
  • Evaluating results in accordance with established policies and procedures for visitor access control.
  • Researching criminal histories by reviewing relevant court case information.
  • Performing secondary inquiries into immigration databases through the National Law Enforcement Telecommunications System (NLETS) and INTERPOL, rendering decisions on campus visit requests based on criminal history in line with established policies.
  • Processing visitor access requests through the VMS and other IT systems, ensuring compliance with established procedures.
  • Supporting stakeholders and FPS in coordinating Visitor Management for large events and ceremonies.
  • Assisting in managing visitor access during upper campus construction projects.
  • Participating in regular construction meetings to discuss upcoming projects, events, personnel changes, and scheduling.
  • Delivering briefings on behalf of FPS to visitors regarding procedures, policies, and relevant addendums for approved campus access.
  • Providing support for annual events, with St. Elizabeths hosting between 150 to 200 events each year.
  • Maintaining confidentiality and safeguarding Personal Identification Information (PII) in accordance with the Privacy Act of 1974 and DHS policies.
  • Collaborating effectively with various branches and divisions within the organization to achieve objectives.
  • Offering assistance with special projects as needed.
Qualifications
  • A minimum of three (3) years of experience in visitor management within private, public, or federal facilities requiring controlled access processes.
  • Experience with NCIC/NLETS is highly desirable.
  • Proven track record in reviewing and approving visit requests in accordance with organizational policies.
  • Strong verbal and written communication skills in English.
  • Ability to conduct thorough research and analysis of technical data.
  • Capability to interpret management policies, regulations, and directives.
  • Proficiency in Microsoft Office 2010 or higher, including Word, Access, Excel, and PowerPoint.
  • Ability to work both independently and collaboratively in a fast-paced environment.
  • Demonstrated communication skills, including empathy, problem-solving, and customer service.
  • Customer service experience is essential.
  • Capacity to remain alert and focused throughout shifts.
  • Willingness to navigate the St. Elizabeth campus under varying weather conditions.
