Your role will involve contributing to the design, execution, and enhancement of software and big data initiatives that span multiple functional areas. You will establish project scope, priorities, budgets, deadlines, and deliverables schedules. Key responsibilities include:

  • Preparing comprehensive project execution plans and identifying necessary technical and business resources.
  • Providing technical leadership to project teams and ensuring project plans are tracked and executed from inception to completion.
  • Adjusting schedules or plans as needed and communicating impacts to relevant stakeholders.
  • Ensuring project completion within budget while meeting all technical requirements.
  • Collaborating with software quality assurance (SQA) to develop and execute quality assurance testing plans.
  • Facilitating discussions and building consensus among diverse project team members.
  • Recommending improvements to enhance the information systems process and reduce inaccuracies and duplications.

Key Responsibilities:

  • Lead and manage software and big data projects from conception through implementation and closure, utilizing project management skills and best practices.
  • Create detailed project schedules, budgets, and essential documentation such as Work Breakdown Structures, Project Plans, and Risk Registers.
  • Oversee annual work planning for assigned programs and gather, oversee, and document business and technical requirements.
  • Enhance processes, methods, and best practices to ensure quality project delivery.
  • Clarify the scope of work with customers and primary stakeholders to establish clear project/task requirements.
  • Resolve conflicts related to customer requirements, technical activities, and project team performance.
  • Develop strategic plans to support specific projects and align with the overall goals of the assigned directorate and department.
  • Lead diverse teams on IT system projects to support mission strategy and business development.
  • Fulfill multiple project roles as needed, including Business Analyst and Customer Relationship Manager.
  • Utilize various business analysis methods to understand project objectives.
  • Act as the primary contact for customers and partners throughout the project lifecycle.
  • Communicate project status, risks, mitigation strategies, and other vital information to key project personnel, partners, and sponsors.
  • Provide guidance and mentorship to junior staff members.
  • Effectively manage assigned staff and projects to ensure cost-effective technical services are delivered, adhering to sound engineering practices.
  • May oversee the professional development of computer system engineers to ensure clarity in roles and responsibilities.

Qualifications:

  • BS in Computer Science, Business Management, or a related field, or post-baccalaureate certification from an accredited institution.
  • Experience requirements vary based on educational background, with a minimum of 5 years of relevant experience for a Bachelor's degree.
  • Experience in software and big data environments is essential.
  • Experience as a Business Analyst is required.
  • Project Management Professional (PMP) certification is mandatory for higher levels.
