About the Role

We are seeking a highly skilled and experienced Housing Development Specialist to join our team at Jefferson County, Colorado. As a key member of our Housing, Economic and Employment Services Division, you will play a critical role in managing federally funded housing projects and ensuring compliance with federal regulations.

Key Responsibilities
  • Manage CDBG funds, HOME Investment Partnership funds, and other sources of funding for development activities, establishing programs and funding guidelines, and exercising control and approval over expenditures of budget and funds.
  • Review and approve or decline applications, follow up with applicants, complete financial underwriting, and negotiate contract terms, developing and implementing regular reporting and site visit schedules for developments from application approval through final lease-up and monitoring.
  • Hold pre-contract meetings with developers and attorneys to review application details and discuss deadlines, documents, and outline path to closing, working with the County Attorney to develop documents needed to secure funding and affordability periods.
  • Utilize the federal IDIS system to record activities from set up to completion, enter progress report data and run reports as needed for data collection, review, approve and process development payments, and set up wire transfers for closings.
  • Prepare support letters and funding letters based on project approvals, budgets, and available funding, verifying funding and loan amounts as requested by partner auditors, facilitating and overseeing the Environmental Assessment process with developers, contractors, and other federal funding entities.
  • Provide information for and assist with regular federal planning and reporting, developing and implementing initial reporting and monitoring plans for all developments, based on HUD requirements and guidance, working closely with the Policy and Compliance Specialist to transfer properties to asset management after closing and initial monitoring.
  • Cultivate, foster, and maintain positive and productive relationships with partners working in the County to advance housing affordability goals, including affordable housing developers, elected and appointed officials, team members from other departments, participating in various internal and external committee groups and project management teams as assigned.
  • Collect and monitor data on housing affordability in Jefferson County, using data to track and report the status of housing affordability goals, programs, and new opportunities, monitoring and participating in the pursuit of funding and resource opportunities to advance the County's housing affordability goals.
Requirements
  • Bachelor's degree in a related field and 5 years' professional experience in housing and community development, real estate, housing programs, public policy analysis, including experience in housing program administration, affordable housing or related experience in real estate or community development, in multifamily rental housing, for-sale housing, or supportive housing, experience negotiating a variety of legal documentation for real estate transactions.
  • Or an equivalent combination of education and experience.
Preferred Qualifications
  • Experience managing federally financed housing projects.
  • Knowledge of affordable housing financing tools.
  • Experience with the HUD HOME Investment Partnership Program.
