Job Summary

The primary objective of this role is to conduct thorough inspections of both new and existing structures to ensure adherence to municipal building regulations, minimum housing standards, nuisance ordinances, and zoning laws. Effective execution of this role guarantees compliance with relevant codes.

Key Responsibilities
  • Conducts various inspections related to building, housing, and nuisance codes.
  • Addresses and investigates community concerns regarding suspected code infringements.
  • Evaluates residential and commercial construction plans.
  • Assesses and approves building permit applications.
  • Keeps accurate records, files, and daily logs of inspections.
  • Participates in departmental meetings and inspections.
  • Engages in training sessions and seminars to maintain necessary certifications.
  • Consults with clients to clarify plans and code stipulations.
  • Inspects daycare facilities, group homes, and adult care establishments.
  • Performs additional related tasks as required.
  • Determines the livability of residences and examines abandoned properties for potential repairs.
  • Issues warnings, official notifications, stop work orders, and citations as needed to enforce compliance with applicable codes.
Guidelines
  • Guidelines encompass departmental standard operating procedures, zoning regulations, and local, state, and national building, electrical, mechanical, and plumbing codes, along with pertinent city, state, and federal laws and regulations. These guidelines necessitate judgment, selection, and interpretation in their application.
Supervisory Responsibilities
  • No supervisory responsibilities.
Minimum Qualifications
Code Enforcement Officer I - $47, $83,204.76

Education/Experience Requirements
  • Possesses knowledge and competency typically associated with specialized training in the field, along with basic skills generally linked to a high school education.
  • Experience sufficient to fully comprehend the work of subordinate roles to effectively address inquiries and resolve issues, usually involving one to three years of relevant experience.
  • Must have or be able to quickly obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
  • Must have or be able to quickly obtain the appropriate state certification for the type of inspections performed. At a minimum, a Level I standard certification must be held in at least one of the following areas: Building, Plumbing, Mechanical, or Electrical. A Level I probationary certificate may also be considered, but a Level I standard certificate must be obtained within two years as a condition of continued employment.
Knowledge Requirements
  • Familiarity with construction and installation of building, electrical, plumbing, and mechanical systems.
  • Understanding of departmental and municipal policies and procedures, as well as federal, state, and local codes, laws, and regulations.
  • Proficiency in conducting inspections of new and existing residential and commercial properties.
  • Ability to navigate the condemnation/demolition processes for commercial properties.
  • Competence in using computers and standard office equipment.
  • Skills in planning, organization, and decision-making.
  • Strong interpersonal skills.
  • Effective oral and written communication abilities.
  • Capability to prepare factual reports and present them to relevant boards or commissions.
Work Environment/Physical Demands
  • Work is generally performed in an office setting while seated at a desk or table, or while intermittently sitting, standing, or walking, and at inspection sites. Duties may require outdoor work and occasionally in adverse weather conditions.
  • Use of protective equipment such as masks, goggles, or gloves may be necessary.
  • Occasional lifting of light objects, climbing ladders, and using tools or equipment requiring dexterity is expected, along with the ability to distinguish between shades of color.
