Job Summary

This role involves performing technical inspection tasks to uphold local, state, and federal regulations and ordinances. The primary objective is to evaluate residential properties for adherence to established codes. Effective execution of this role guarantees compliance with building, zoning, and safety standards.
Key Responsibilities

Essential Duties
  • Conducts inspections of properties to verify conformity with local and state regulations; accesses county tax records for owner details; meticulously documents all cases; issues appropriate notifications to property owners.
  • Identifies properties eligible for condemnation; performs title investigations; conducts cost assessments for necessary repairs; documents the condition of properties; executes asbestos evaluations; completes required paperwork; solicits bids for asbestos removal and property demolition; coordinates demolition or abatement efforts with contractors.
  • Documents properties violating city nuisance regulations; inputs notices into the database; tags and removes abandoned or junked vehicles.
  • Assists with inspections in various trades as required.
  • Performs additional related duties as assigned.
Guidelines
  • Guidelines include departmental standard operating procedures, zoning regulations, and relevant local, state, and federal laws and codes. These guidelines are generally clear and specific but may require interpretation in practice.

Minimum Qualifications

Education and Experience
  • Knowledge and competency typically associated with completion of specialized training in the relevant field, along with basic skills generally linked to a high school education.
  • Experience sufficient to thoroughly understand the work of subordinate roles, enabling the resolution of inquiries and issues, usually acquired through one to three years of experience.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
  • Possession of a Level I probationary certificate in at least one of the following areas: Building, Mechanical, Plumbing, or Electrical.
Knowledge Requirements
  • Understanding of construction and installation of building, electrical, plumbing, and mechanical systems.
  • Familiarity with departmental and city policies and procedures, as well as federal, state, and local codes, laws, and regulations.
  • Proficiency in conducting building inspections.
  • Ability to operate computers and standard office equipment effectively.
  • Skills in planning, organization, and decision-making.
  • Competence in interpersonal relations.
Work Environment and Physical Demands

The work is generally performed while seated at a desk or table, or while intermittently standing, walking, bending, crouching, or stooping. The employee may occasionally lift light objects. The work occurs in an office setting and at inspection sites, which may include outdoor environments and occasionally adverse weather conditions. The employee may encounter dust, dirt, grease, noise, machinery with moving parts, and irritating chemicals. The role necessitates the use of protective equipment such as masks, goggles, or gloves.
