Job Summary:
As a highly skilled and experienced professional, the successful candidate will serve as the Manager IV of the Diabetes and Cardiovascular Disease Branch within the Health Promotion and Chronic Disease Prevention (HPCDP) section of the Texas Department of Aging & Disability Services. This is a senior-level managerial position that requires a strong background in public health practices, health promotion, and chronic disease prevention.

Key Responsibilities:
• Develop and oversee strategic plans, goals, and objectives for the Diabetes and Cardiovascular Disease Branch.
• Provide technical expertise to section and agency leadership and programs on subject areas of diabetes and cardiovascular disease.
• Ensure that program planning, implementation, monitoring, and evaluation are coordinated with the section, Chronic Disease Epidemiology branch, and other programs as needed.
• Develop and oversee the maintenance of statewide partnerships with external stakeholders.
• Direct and manage the overall operations of the branch, including budgets, federal grant applications and contracts, grant reports, program implementation, and reporting in a timely and accurate manner.
• Supervise staff members and conduct performance evaluations, and professional development activities.
• Identify funding and resource needs and communicate them to the Unit Director.
• Oversee the preparation of program operating budgets, allocates approved budgets to programs, and monitors program expenditures, including federal grants.
• Ensure contractors spend funds appropriately by reviewing budget requests and monitoring expenditures.
• Ensure contractors perform all required activities within the parameters of state procurement laws, and guidelines and requirements of the contract funding source.
• Analyze budget reports to ensure compliance with policies and procedures set forth by DSHS and by state and federal funding sources.
• Develop and manage the branch's contractual, regulatory, and programmatic deliverables.
• Keep abreast of relevant scientific and technical developments related to diabetes prevention and self-management, cardiovascular disease, high blood pressure, and high cholesterol, including national and state evidence-based strategies and priorities.
• Participate in the legislative process by analyzing bills and preparing cost estimates.
• Ensure that legislation assigned to programs in the branch is implemented appropriately and timely and that all required legislative reports are prepared and submitted in a timely manner.

Requirements:
• Master's degree in Public Health, Health Education, or a related field.
• At least 5 years of experience in a senior-level managerial position in public health, with a focus on diabetes and cardiovascular disease prevention.
• Strong knowledge of public health practices at the local, state, and national levels.
• Strong knowledge of health promotion and chronic disease prevention.
• Strong knowledge of community-based public health interventions, best practices, and current trends.
• Strong knowledge of basic data and evaluation procedures.
• Strong knowledge of state committees and councils.
• Strong knowledge of hiring, staff development, and performance evaluation practices.
• Skilled in working with diverse groups of partners and stakeholders.
• Skilled in using logic and reasoning to identify and analyze solutions.
• Skilled in the use of Microsoft Office computer software, including Word, Excel, PowerPoint.
• Skilled in the use of general office equipment.
• Skilled in public speaking, facilitating meetings, and communicating verbally and in writing.
• Ability to lead, work independently, and within a team setting.
• Ability to design, implement, and evaluate public health interventions and programs.
• Ability to manage budget and contracts.
• Ability to write clearly and concisely.
