Job Summary:

The Texas Department of Aging & Disability Services is seeking a highly experienced and skilled professional to fill the role of Senior Manager of Diabetes and Cardiovascular Disease Programs. This position will be responsible for overseeing the daily operations and activities of the Diabetes and Cardiovascular Disease Branch, ensuring that goals and objectives are aligned with those of the department, state legislature, and federal grants.

Key Responsibilities:
  • Strategic Planning: Develop and oversee strategic plans, goals, and objectives for the branch, ensuring alignment with department and state priorities.
  • Program Management: Direct and manage the overall operations of the branch, including budgets, federal grant applications and contracts, grant reports, program implementation, and reporting.
  • Staff Supervision: Supervise professional staff members, conduct performance evaluations, and develop and approve schedules, priorities, and performance standards.
  • Funding and Resource Management: Identify funding and resource needs, communicate them to the Unit Director, and oversee the preparation of program operating budgets, allocations, and monitoring of expenditures.
  • Grant Management: Develop and manage grant applications, proposals, contracts, and scopes of work, quarterly and annual reports for funding agencies, and analyses of program activities and operations.
  • Policy and Procedure Development: Develop and manage the branch's contractual, regulatory, and programmatic deliverables, ensuring compliance with policies and procedures set forth by the department and state and federal funding sources.
  • Communication and Collaboration: Present information on current and future program activities and accomplishments at conferences and meetings, prepare briefs and talking points for department leadership, and evaluate current program and contractor activities and make recommendations for improving processes or projects.
Requirements:
  • Knowledge of Public Health Practices: Knowledge of public health practices at the local, state, and national levels.
  • Health Promotion and Chronic Disease Prevention: Knowledge of health promotion and chronic disease prevention, including community-based public health interventions, best practices, and current trends.
  • Leadership and Management: Ability to lead, work independently, and within a team setting, manage a team, and develop and manage grants and contracts.
  • Communication and Interpersonal Skills: Skilled in public speaking, facilitating meetings, and communicating verbally and in writing.
  • Technical Skills: Skilled in the use of Microsoft Office computer software, including Word, Excel, PowerPoint, and general office equipment.
Working Conditions:

This position may require working extra hours to meet defined deadlines and support the agency's mission-critical reporting requirements.
