Job Summary

This vacancy is for a Senior Budget Analyst, Schedule A Repository in the Minority Business Development Agency within the Department of Commerce. The selected candidate will perform a range of budget analysis assignments, including formulating, executing, managing, and coordinating the budget for the MBDA.

Key Responsibilities
  • Formulate, execute, manage, and coordinate the budget for the MBDA.
  • Prepare narrative justifications describing MBDA programs for use in budget submissions.
  • Prepare monthly status of funds and reconciliations.
  • Review bill payments to ensure accuracy.
  • Serve as the principal administrative advisor with operational responsibilities for budget, procurement, personnel, and/or other administrative functions.
  • Coach team members in the selection and application of appropriate problem-solving methods and techniques.
Requirements
  • Must be a U.S. citizen.
  • Must successfully pass a background investigation.
  • A probationary or trial period may be required.
  • Selective Service: Males born after 12/31/59 must be registered or exempt from Selective Service.
  • If selected, you will be required to complete an Optional Form 306, Declaration for Federal Employment, and to sign and certify the accuracy of all information in your application.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

In order to qualify, applicants must be eligible for appointment under Schedule A.

To qualify at the GS-13 level:

  • Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.
  • Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.
  • This experience need not have been in the federal government.
  • You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service.
  • Specialized experience is defined as:
    • Formulates, executing, and managing the annual budget of an organization or business;
    • Develops and/or drafting justification statements to support requested annual appropriations;
    • Serves as an advisor to senior management on budget and financial management programs, policies, and procedures within an organization or business.
