Position Overview
The incumbent will serve as the principal advisor to the Executive Director, acting as the primary liaison for all matters related to intelligence support within the Department of Defense's science and technology sector.

Key Responsibilities
The typical responsibilities of this role may include:
  • Providing expert strategic intelligence support, utilizing all-source intelligence analysis to integrate requirements related to analytic assessments and intelligence program management.
  • Defining and directing the strategic and organizational objectives of the Office of Strategic Intelligence and Analysis (OSI&A) to deliver technical and operational assessments that inform technology investment decisions.
  • Leading evaluations and analyses of program effectiveness, offering constructive recommendations for enhancements.
  • Developing comprehensive plans, goals, and objectives for the long-term administration of the program, overseeing the implementation of these initiatives.
  • Collaborating with various defense entities, including the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), to represent the Executive Director effectively.
  • Acting as a Contracting Officer's Representative (COR) and/or Contracting Officer's Technical Representative (COTR) for OSI&A, which includes the formulation of contracting requirements.
  • Serving as the Government security point of contact for OSI&A, fulfilling roles such as Primary Activity Security Representative (ASR) and Government Operations Security (OPSEC) Representative.

Requirements
  • U.S. Citizenship is mandatory.
  • Must be registered or exempt from Selective Service.
  • Completion of a probationary/trial period may be required.
  • Must be deemed suitable for federal employment.
  • Participation in the direct deposit program is required.
  • This position is subject to pre-employment and random drug testing.
  • A (Special Sensitive) TOP Secret/SCI clearance is necessary.
  • Willingness to travel up to 15% is expected.

Qualifications
Candidates may qualify at the NH-4 (GS-14/15) level if they meet the following criteria:
  • One year of specialized experience equivalent to the NH-3 (GS-13) level in the Federal service, demonstrating advanced analytical principles to interpret complex analyses and enhance program effectiveness.
  • Experience in communication and negotiation to achieve stakeholder consensus, including engagement with senior-level officials.
  • Proven ability to form multidisciplinary teams and foster alliances across various sectors.
  • Knowledge of DoD research, engineering, intelligence, and S&T enterprises, and their interrelations.
  • Experience in strategizing and modifying policies to boost program efficiency and effectiveness.
  • Understanding of the DoD Planning, Programming, Budgeting, and Execution (PPBE) System, particularly in RDT&E Budget Activities.
  • Ability to communicate complex issues clearly to diverse audiences.
  • Experience in contract management and necessary skills to serve as a COR and COTR.
