This role encompasses comprehensive facility management responsibilities. The Facilities Operations Manager will oversee the facilities team, ensuring compliance with all Head Start Performance Standards and relevant Federal and State regulations. The position requires close collaboration with other management personnel to optimize facilities operations while adhering to Agency policies and procedures.

The successful candidate will possess the capability to mentor and develop staff effectively. Identifying areas for improvement among team members and designing training programs to address these deficiencies is crucial. A compassionate approach to supporting staff through challenges and providing constructive solutions is necessary.

As an advocate for UETHDA and the Head Start Program, the Facilities Operations Manager will be tasked with delivering presentations to various stakeholders, including the Policy Council, Board of Directors, and external organizations. The role also involves leveraging technology to enhance operational efficiency, data collection, decision-making, and effective communication.

Key Responsibilities

Administrative Duties

  1. Collaborate with management and staff to ensure effective maintenance and management of facilities, kitchen spaces, and center operations in accordance with Head Start Performance Standards and regulations.
  2. Research and explore facility improvement opportunities.
  3. Prepare and manage job bids, repair estimates, and cost assessments.
  4. Evaluate facility needs, prioritize work orders, and coordinate with external vendors for project completion.
  5. Ensure proper maintenance of facilities and equipment.
  6. Assist in developing policies and procedures related to facilities management, ensuring compliance with federal, state, and Head Start guidelines.
  7. Establish and maintain professional relationships with vendors, funders, and the business community.
  8. Participate in the annual self-assessment of the program.
  9. Coordinate construction, renovations, and playground development projects.
  10. Work closely with the Operations Manager to implement ideas that support the broader vision of the Program and Agency.
  11. Collaborate with external agencies to advocate for Head Start families' needs.
  12. Regularly monitor functional areas to ensure compliance with relevant standards and regulations.
  13. Perform additional duties as assigned.

Supervisory Responsibilities

  1. Oversee facilities staff and facilitate conflict resolution to promote a collaborative team environment.
  2. Encourage open communication among team members.
  3. Design and implement appropriate training programs for staff development.
  4. Provide mentorship and support to help staff reach their full potential.
  5. Collaborate with the Operations Manager to align strategies with the Agency's vision.
  6. Conduct fair evaluations of staff performance and develop corrective action plans as needed to enhance job performance.

Work Environment and Physical Requirements

The physical demands of this position require the employee to stand, walk, sit, and communicate effectively. Occasional lifting of up to 50 pounds may be necessary, along with the ability to reach, stoop, and kneel. Vision requirements include close, distance, and depth perception.

Position Type and Work Schedule

This is a full-time, non-exempt position with an expectation of 37.5 hours per week, typically Monday through Friday. Flexibility in scheduling may be required to accommodate the demands of the role.

Travel Requirements

Local travel during business hours is expected, with occasional out-of-area travel and overnight stays.

Qualifications

  • Associate degree in a relevant field; Bachelor's degree preferred.
  • Minimum of two years of experience in a related role, including staff supervision.
  • Three years of experience in general building maintenance, including carpentry, electrical, and plumbing work.
  • Experience working with diverse populations.
  • Vendor negotiation experience.
  • Knowledge of business and human resource practices.
  • Intermediate computer skills, including proficiency in Microsoft Excel and email.
  • Strong written and verbal communication skills.
  • Valid driver's license and proof of insurance.

Compensation

Salary is determined based on educational qualifications, with a wage scale ranging from $22.01 for an Associate's degree to $26.47 for a Master's degree with certification.
